As the nation’s political, cultural and educational centre, Beijing is one of the top destinations for foreign-invested headquarters as the government offers various incentives to attract multinational corporations. According to revised rules on encouraging multinational corporations to set up regional headquarters in Beijing issued in March 2, 2016, Beijing will provide multinational corporations with subsidies for setting up their regional headquarters in the city, and provide convenient visa application services to those regional headquarters’ foreign employees and their families.
Highlights for the measures are below.
1. To give lump-sum monetary subsidy to regional headquarters registered or moved to Beijing after January 1, 2009.
The specific amounts are 5 million yuan for headquarters with a paid-in capital of 100 million yuan (including 100 million yuan) to 500 million yuan; 8 million yuan for paid-in capital of 500 million yuan (including 500 million yuan) to 1 billion yuan; and 10 million yuan for paid-in capital of 1 billion yuan or more. The subsidies will be made out in a time period of three years according to the proportion of 40 percent, 30 percent and 30 percent.
Regional headquarters with one-time capital increase reaching the above-mentioned level will get differential subsidy according to the corresponding standards, with the accumulated subsidies not exceeding 10 million yuan.
2. From 2009 onward, to give a lump-sum subsidy to recognized certain regional headquarters.
The specific amounts are 1 million yuan for recognized regional headquarters when their annual business revenues reach 100 million yuan (including 100 million) to 500 million yuan for the first time; 5 million yuan for those with annual business revenue reaching 500 million yuan (including 500 million) to 1 billion yuan for the first time; and 10 million yuan for those with annual business revenue reaching 1 billion yuan or more for the first time. The accumulating award shall not exceed 10 million yuan. The awards will be made out in a time period of three years according to the proportion of 40 percent, 30 percent and 30 percent.
3. Regional headquarters and their R&D centers registered or moved into Beijing after January 1, 2009 will get a lump-sum subsidy in building or buying offices.
For self-use offices, the subsidy standards are 1,000 yuan per square meter, with the maximum floor space not exceeding 5,000 square meters. Regional headquarters enjoying the subsidy are not allowed to sell, rent out or change purpose of the subsidized building in five years. For violating the aforesaid rules, the subsidies shall be returned.
4. One principal leader of a regional headquarter shall be awarded 500,000 yuan in the name of the People's Government of Beijing Municipality starting from January 1, 2009.
The duration for the validity of the incentive will be executed for three years starting from the second year after its approval. The awards will be free from personal income tax.
5. For regional headquarters that were registered or moved into Beijing and rented offices, subsidies will last for three consecutive years.
For the first year, the subsidy is 30 percent of the annual rent; the second year, 20 percent; the third year, 10 percent. The maximum floor space subsidized shall not exceed 3,000 square meters. The renting period shall not be less than three years. During the period of receiving subsidies, the rented offices shall not be re-rented or changed in purposes. For violations the rules, the subsidy shall be reclaimed.
6. Flexible visa application policy.
Foreign personnel employed by regional headquarters may enjoy multiple entry visas. If foreign personnel are in urgent need of a short stay in China but fail to get the visas timely from Chinese embassies or consulates, they may apply for visas at the entry ports. Foreign employees of regional headquarters and their families can apply for a 3-5 year resident permit.
