China Investment Consulting (CIC), China's famous consulting institute, which issued recently a report named "Development and Strategy Consulting Report on China Characteristic Town Construction During 2018-2022", put forward in its report several proposals to deal with obstacles and bottlenecks the Chinese characteristic towns faced during the past years.
The report pointed out that some areas are still subject to institutional obstacles during the construction of characteristic town, which fails to break the concept of administrative division or which simply follows the scope of administrative area or industrial park. As the report mentioned, the zoning restrictions should be broken out on the development at the same quality.
Some towns fail to connect the industries with the local culture, humanities and tourism resources, and lack the promotion of the towns while focusing on the development of industries.
The report mentioned characteristic town construction is also likely to face the bottleneck including lack of government investment and low enthusiasm of enterprises and social participation.
From the perspectives of these issues, the report proposed relevant measures as follows:
-- Scientific planning of characteristic town construction should be strenghthened. In the planning process, we should highlight the features of industrial development of characteristic town so that characteristic town planning is more scientific and operable.
-- Diversified investment and financing mechanisms should be established to broaden the financing channels, and actively attract venture capital and private equity funds.
-- Promotion of PPP mode should be emphasized to speed up the improvement of characteristic town's infrastructure and public service conditions, and strengthen the construction of good faith system.
-- Investment efforts should be increased. All the regions should make the characteristic town in carefully-planned packaging, to facilitate the extensive publicity and promotion, and attract full investment. It is necessary to actively explore the characteristic town of business services, cultural tourism, industrial enterprises and livable public facilities to accelerate the construction of China's characteristic town.
-- The living infrastructure facilities in characteristic town should be improved. In particular, it is necessary for innovation and entrepreneurship town to attract and retain a group of talents who work and live in the characteristic town.
