China's efforts to develop new quality productive forces propel enterprises' intelligent transformation

Abstract : China's local governments have strengthened efforts to guide enterprises to take the practical path of developing new quality productive forces in an attempt to help them accelerate technological upgrading and intelligent transformation.

BEIJING, June 27 (Xinhua) -- China's local governments have strengthened efforts to guide enterprises to take the practical path of developing new quality productive forces in an attempt to help them accelerate technological upgrading and intelligent transformation.

In the factory of Sichuan Rongchuang New Energy Power System Co., Ltd. (Rongchuang), laboratory technicians are closely monitoring computers, recording parameters of performance tests for hydrogen fuel cells.

This hydrogen fuel cell power system, which is less than two cubic meters in size, can provide power for heavy hydrogen-powered vehicles weighing tens of tons, or even hundred-ton rail trains.

Unlike the small power engines used in household cars, we focus our innovation on high-power hydrogen fuel cell systems. Currently, 70 percent of the hydrogen power systems for rail vehicles in China are provided by Rongchuang, said Chen Weirong, chairman of Rongchuang.

The products developed by Rongchuang have been applied in the world's first hydrogen-powered fully automatic urban rail vehicle with a speed of 160 kilometers per hour, as well as the first hydrogen-powered articulated light rail vehicle in China. Larger power hydrogen fuel cell-powered systems used in tugboats and waterborne vessels are being developed intensively.

This is a microcosm of Chengdu's full-speed race in the "hydrogen" track and the arrangement of new industries.

According to the relevant person in charge of the Chengdu Municipal Bureau of Economic and Information Technology, several hydrogen energy industry projects are accelerating construction, forming a relatively complete industrial chain of "production-storage-transportation-refueling-use." Over the next three years, Chengdu will focus on building itself into a "green hydrogen capital" and increase the annual growth of the output value of the hydrogen energy industry by more than 25 percent.

In Tianjin, emerging industries are also gaining momentum.

It is reported that Tiankai Higher Education Innovation Park has added more than 1,700 new enterprises in such fields as artificial intelligence, biomedicine, new energy, and new materials.

The park has various funds totaling 6.3 billion yuan, and several enterprises have already achieved industrialization development.

Recently, at the commercial production base of Juventas Cell Therapy Ltd., Peng Yuzhong, head of the company's production department, presented a delicately crafted stainless steel box. Inside the box is a sample of CAR-T drugs used in the treatment of leukemia. Although it is small, it is an important "milestone" on the company's path of innovation.

CAR-T drugs are scarce in China, making it difficult to meet the needs of patients while foreign products are priced high, making it hard for many patients to afford them, said Peng.

After settling in Tianjin, we enjoyed a favorable policy environment, accelerated research and development, deepened our cooperation with top institutions in multiple countries, and promoted the official approval and market launch of domestically produced CAR-T drug products, noted Peng, adding that in the future, the company will challenge more therapeutic areas, promote more high-quality cell therapy products into the clinical stage, and strive for early market approval.

Advancing the arrangement of frontier technologies, integrating technological innovation resources, and improving the conversion rate of innovation achievements... Many companies are accelerating the development of emerging industries, making plans for future industries, and opening up new market spaces.

According to the data from the National Bureau of Statistics, in May, the value added of the high-tech manufacturing industry above the designated size increased by 10.0 percent year on year, 4.4 percentage points faster than the overall industrial enterprises above designated size.

"Various regions are also actively tapping into local industrial foundation and advantages, optimizing the environment in terms of technology, talents, funds, etc., promoting the interaction between industrial innovation and technological innovation, and leveraging the main role of enterprises in innovation, to build some distinctive, complementary, and structurally rational new growth points," said Li Yiming, deputy director of Future Industries Research Center under China Center for Information Industry Development (CCID).

While building new advantages for the future of the industry, many traditional enterprises are adding "high-end", "intelligent" and "green" engines to incubate new technologies and add new vitality.

As a manufacturer of welding equipment and cutting equipment, Shandong Shuipo Intelligent Equipment Co., Ltd. is currently shifting its research and development focus to intelligent production lines and solutions, accelerating the innovation of industrial robot integration systems and welding robots.

The establishment of a completely intelligent production line has improved production efficiency for many enterprises, said Deng Xiangxiang, head of the technology department of the company. For example, to address the problems of long time consumption and low efficiency of manual welding, the company provides a "container welding production line" for related enterprises, which can produce 50 containers in a single shift, with each container taking only 6 to 8 minutes to produce.

Shen Wei, technical director of Shandong Shuipo Intelligent Equipment Co., Ltd., said that the transformation has enabled the company to find a new track.

With the strong demand for the intelligent and digital transformation of many enterprises across China, the company witnessed continuously growing orders, shifting from a "single-wheeled drive" development model to a "two-winged flight" model.

At the same time, many regions have clarified and detailed measures to help enterprises grow and become stronger in the integration of digital and real economy.

Sichuan is actively promoting the digital and intelligent transformation of the manufacturing industry, with over 300 key digital technology projects planned each year. Liaoning has nurtured nearly 90 provincial industrial Internet platforms to accelerate the migration of business, data, and equipment to the cloud. Jiangxi plans to coordinate 3 billion yuan in three years to increase support for digital transformation.

Experts believe that from the perspective of the development momentum of enterprises and regions, the new quality productive forces have broad development prospects, but while seeking the "new", more emphasis should be placed on the "quality".

Li suggested that more attention should be paid to the application and value transformation of enterprises' innovation achievements. The commercialization process of cutting-edge technology requires government support and social tolerance. Different regions need to leverage comparative advantages, pursue industrial development with differentiation and precision, enrich the policy toolbox, and innovate development paths to form a well-structured and mutually complementary development pattern.
