Bidding for Dual Track Railroad in November and Winning Bidder Due in Early 2021

Abstract : The 355-km dual-track railway project of the "Banpai-Mhasalakan-Roi Et-Mudahan-Nakhon Phanom" route is worth Bt66.48 billion. It is expected that the TOR document will be issued in November or released one month after the release of the TOR of "Den Chai-Chiang Rai-Chiang Khong".

InfoQuest (September 23, 2020) - According to Suchep Suksawang, Chief Engineer of the Special Projects and Construction Group of the SRT, the project description tender specification (TOR) of the 323-km "Den Chai-Chiang Rai-Chiang Khong" dual-track railway project worth Bt85.345 billion is currently being drafted and is expected to be completed in October this year. And opinions from all parties will be heard on the framework design of this e-bidding event in November. Bidding related documents will be sold in November this year, and the bidding will last about one month. Winning bidder will be selected from January to March 2021.

The 355-km dual-track railway project of the "Banpai-Mhasalakan-Roi Et-Mudahan-Nakhon Phanom" route is worth Bt66.48 billion. It is expected that the TOR document will be issued in November or released one month after the release of the TOR of "Den Chai-Chiang Rai-Chiang Khong". The relevant procedures will be carried out in accordance with the prescribed steps for e-bidding. After the bidding, the SRT will send a railway board committee to sign the contract with the winning bidder.

Right now, the SRT has submitted the bidding to the Ministry of Transport of Thailand for approval. After the approval, the King will issue a Royal Decree to demarcate land for the two routes. With the Royal Decree, the winning bidder can legally enter the project area for construction. The SRT will coordinate land-related matters for the successful start of construction and the issuance of Notice of Proceed (NTP).

The construction cost of the signal system of the "Den Chai-Chiang Rai-Chiang Khong" double-track railway project is Bt72.921 billion. Land expropriation will cost Bt10.66 billion, and the cost of hiring a project consultant is Bt1.764 billion. The SRT has divided the project into three construction contracts: the 104-km Den Chai-Ngao section, worth Bt26.704 billion; the 135-km Ngao-Chiang Rai section, worth Bt28.735 billion; and the 84-km Chiang Rai-Chiang Khong section, worth Bt17.482 billion.

The construction cost of the signal system of the "Banpai-Mhasalakan-Roi Et-Mudahan-Nakhon Phanom" route is Bt55.462 billion. Land expropriation will cost Bt10.255 billion, and the cost of hiring a project consultant is Bt1.131 billion. The SRT has divided the project into two construction contracts: the Banpai-Mhasalakan-Roi Et section and Mudahan-Nakhon Phanom section.
