BEIJING, Feb. 20 (Xinhua) -- Shanghai recently introduced a series of emergency measures to boost the scientific and technological strength in the fight against the novel coronavirus pneumonia epidemic, according to the Shanghai Municipal Science and Technology Commission.
The emergency measures propose that Shanghai will carry out emergency scientific and technological research, with focus on virus traceability and epidemiology, pathogenic mechanisms and therapeutic targets, detection reagents and rapid screening, new drug (vaccine) research and development (R&D) and rapid preparation, clinical risk prevention and standard formulation, big data and public health decision-making support, and related emergency response systems and capacity building.
These directions can adopt a top-down, one-by-one decision-making mechanism, determine the unit responsible for the project through targeted selection or commission, so as to respond promptly to emergencies.
Relevant municipal authorities will provide financial and personnel support to advance technological breakthrough in epidemic control and prevention.
To better support scientific research, Shanghai will make its functional facilities such as key labs and engineering centers as well as major instruments and equipment sharing resources for enterprises and research units involved in epidemic prevention and control.
At the same time, Shanghai has launched a new technology management system and implemented online operations for project declaration, review, and establishment, realizing the entire process in a way of "paperless" and "zero contact", therefore guaranteeing efficient, safe, and convenient administrative services.
