(1) Innovation and R&D Base

It will concentrate efforts on creating a research and experiment space in line with the demand of industries and enterprises in and outside the area and taking over of forefront science and technology achievement, by which to attract technological talents, inventors and scientists to settle in Chuzhou together with their achievements.

(a) It will build an open public laboratory, with a planned area of 100,000 square meters against the weaknesses in science and technology innovation and to meet practical needs, making it a public experiment platform for carrying out medium and small-scale experiments in key technologies (including materials) in major disciplines and in areas associated with the industries in the zone and attract achievement holders to complete their testing and participate in the application of their achievements. It is planned to cooperate with the Jiu San(Sept.3rd) Society, the Chinese Academy of Sciences, the Chinese Academy of Engineering and the Western Returned Scholars Association in building the project.

(b) It will build a number of engineering technology centers to meet the industrial demand of the regions and even in the country. They include 7 major categories of state- (provincial) level engineering technology centers, such as robot research and technology center, new energy vehicles research and engineering center, smart home electrical appliances (HEA) engineering technology center, environment protection engineering center, green food science engineering and technology center, basic applied material engineering and technology center and bio-engineering and technology center.

When conditions are suitable, three other engineering technology centers will be built: an auto electronics engineering center, a fermenting engineering technology center and a software development engineering center.

Part of the centers have already had cooperation partners. The emphasis will be put on cooperating with entrepreneurs and scientists.

(c) It will build a number of assessment and testing platforms, starting with four categories of assessment and testing platforms for food, HEA, automobiles and basic materials. These platforms do not only cater to the needs of industrial development in Chuzhou but also serve as a kingpin of the industrial foundation of Chuzhou. The HEA platform has been operated by the China HEA Research Institute.

(d) It will set up mechanisms for promoting the application of research achievements, with emphasis on four aspects: first, financial support mechanism, setting up an industrial development fund by bringing in venture capital and improving the investment guide mechanism; second, taxation incentive mechanism, with emphasis on implementing the central, provincial and city policies, and well-targeted integration of resources; third, an administrative service mechanism, with emphasis on improving the assistance and management level, providing good assistance and management services, and striving to promote in-situ application of research achievements; and fourth, a mechanism of ensuring the transition of industries based on the spatial resources of the development zone.

(2) Technological Innovation Trading Center

The center will be a platform for trading, exhibiting and experiencing and transferring all kinds of innovation achievements made at home and abroad. The center will be built by the Chuzhou City People’s Government in cooperation with the Ministry of Science and Technology (Torch High Technology Industry Development Center, China Science and Technology Exchange Center), the Ministry of Education (science and technology development center), UNIDO, WIPO, U.S. Association of University Technology Managers formed by more than 300 Universities, IDEA, EDA, Beijing’s Zhongguancun and Shanghai’s Zhangjiang.

The center will be operated as a company, with the market maker system to carry out both on- and off-line trading. It will cooperate with Beijing, Shanghai and other places in creating an integrated development pattern of Beijing, Shanghai and Chuzhou, with the Beijing and Shanghai at the forefront and Chuzou as the rear base. Negotiations, trading and exhibitions and other substantial operations will be done in Chuzhou.

(3) Technological Innovation Conference and Exhibition Center

In conjunction with the operation of the trading center, the economic development zone will invest in and build a high-level international conference and exhibition center, which will integrate exhibitions of research achievements, popular science, conferences, business services, catering and entertainment, making it a high-level international conference and exhibition center, which will cooperate closely with the Hannover Industrial Fair, the China Technology Import and Export Fair, the China International Industry Fair and other domestic and international fairs and make them display their famous brand products all year round at the center. Apart from the fairs , it will undertake displaying, experiencing and exchanging all kinds of achievements.

(4) Science and Technology Theme Park

The zone will build a science and technology theme park by making full use of the space in the city and in line with the needs of the cityscaping. The park will function as a place for popularizing knowledge of natural sciences, aviation and space and other top-end technology experience, VR technology experience and enhanced AR technology experience and innovative startup achievement exhibition.

The project will be planned, designed and operated by the CISDI Group Co., Ltd. of the Metallurgical Corporation of China Ltd. (MCC).

(5) Innovation and Originality Platform

The zone will build a national and even global innovation and originality platform and mechanism to carry out all kinds of activities, such as competitions in HEA design and creation and auto design and creation to attract domestic and foreign advanced creative ideas and thoughts to participate in brainstorming and exchanges so as to further raise the influence of Chuzhou.

The project is planned to cooperate with domestic industrial associations.
