Regulators must ensure that the roll-out of 5G mobile technology across the country leaves no part of the population not covered, the Federation of German Consumer Organizations (vzbv) said on Tuesday.
The current conditions for bids in the auction of the radio spectrum for 5G services were disappointing, the group said.
The conditions stipulate that by the end of 2022, at least 98 per cent of households should be guaranteed data download speeds of at least 100 Megabits per second.
This will leave gaps in coverage and exclude households in hard-to-reach areas, vzbv said.
Mobile operators like Deutsche Telekom and Vodafone say that 100-per-cent coverage is neither necessary nor technically viable.
Deutsche Telekom said it would aim to cover 90 per cent of German territory by 2025 with 5G services, reaching 99 per cent of the population.
The 5G auction is set to take place next year.
