BEIJING, June 11 (Xinhua) - China International Big Data Industry Expo 2018 was held on May 26 in Guiyang, southwest China’s Guizhou province, and big data security is one of the focuses of the expo this year.
Earlier, a report on the construction and development of digital China in 2017 released by Cyberspace Administration of China showed that big data industry in China grew rapidly and continuously from 2014 to 2017. In 2017, the scale of big data industry in China reached 470 billion yuan, an increase of 30 percent year on year. The output value of the big data hardware industry was 23.4 billion yuan, an increase of 39 percent year on year. The report predicts that the output value of China’s big data market will exceed 1 trillion yuan by 2020.
With the rapid development of the big data market, privacy and data security issues have also attracted much attention.
The expo that in the Internet era, the scale of big data is unprecedented and data flow is more frequent, said Qing Yu, an official from the Office of the Central Cyberspace Affairs Commission, adding that the relevant authorities are actively accelerating the supplement and improvement of a series of laws, regulations and systems, starting to formulate big data security standards, and giving full play to the basic leading role of standards.
-- Big data protection in China
In the trial of the case regarding Facebook's disclosure of user information in California, the court filed on May 25 a new lawsuit accusing Facebook of collecting users and their friends’ information with the APP. At this point, the safety of big data around the world has attracted widespread attention.
Data from Gemalto showed that about 1.9 billion data records were leaked out worldwide in the first half of 2017. Compared to the last six months of 2016, the number of lost, stolen or leaked records increased by a staggering 164 percent, in which a large portion came from the 22 largest data breaches, each involving more than one million records.
In 2017, a report released by Data Center cf China Internet (DCCI) revealed that mobile phone apps' access to personal information data is also common in China. Up to 96.6 percent of Android apps get users' mobile phone privacy rights and for iOS apps, the number is 69.3 percent. In addition, 25.3 percent of Android apps even obtain users’ mobile phone privacy rights illegally.
“Some companies cannot make accurate judgments on the importance of data, so data is not protected properly based on data level.”said Lu Baohua, an information security expert, adding that though the country has explicit stipulations on hierarchical protection of data to ensure data security and privacy, companies are allowed to classify and protect data independently in specific implementation and thus some companies may abuse data.
“The issue of big data security is still severe. At present, relevant departments are accelerating the supplement and improvement of a series of laws, regulations and systems such as network security law.” Qing said.
-- Big data promotes construction of smart cities
On the basis of protecting personal information security, the big data industry has become a new engine for local economic development. Guiyang is a typical example. Data show that in 2017, the added value of electronic information manufacturing industry in Guiyang increased by 86.3 percent, and revenue from software and information technology services increased by 34.8 percent. The contribution rate of electronic information manufacturing industry to industrial growth reached 15.3 percent, stimulating industrial growth by 1.5 percentage points and becoming the second largest growth point of the industrial economy.
Up to now, the number of big data-related companies in Guizhou province has grown from 1,000 in 2013 to 8,949 in 2017. From 2013 to 2017, the revenue of software and information technology services in Guizhou province grew at an annual average rate of 28.5 percent, and the added value of electronic information manufacturing industry increased at an annual average rate of 62 percent. According to statistics, the new growth drivers represented by big data contribute 33 percent to the economic growth of Guiyang.
“In the future, the construction of cities driven by artificial intelligence and big data will be more digitized, thus promoting efficiency,” said Ding Ke, senior vice president of Tencent, adding that in addition to boosting local economic development, the big data will also play a crucial role in the construction of smart cities.
Remarkably, Guizhou was leading the country in exploring the integrated data center model and building Guizhou-Cloud Big Data platform. The three levels of government data at province, city, and county are all aggregated and shared on a single platform and Guizhou has taken the lead in accessing the national data sharing and exchange platform. Therefore, big data has become a new tool for Guizhou to improve its governance capabilities.
China International Big Data Industry Expo 2018 is the fourth session and the second after it was upgraded to national expo. 129 well-known companies attended the expo, including Facebook, Google, Alibaba, Tencent and others. These companies presented the latest technologies and applications in the field of big data.
