BEIJING -- China is mulling the relaxation of foreign capital's access to educational, cultural and financial fields as well as manufacturing industry in a bid to promote open economy, said the country's Vice Commerce Minister Wang Shouwen on August 23, quoted by the Xinhua-run Shanghai Securities News.
