CAB extends relief measures to September

Abstract : According to Mr. Saksayam Chidchob, Transport Minister and chairman of the Civil Aviation Board (CAB), the 7th meeting of CAB in 2021 proposed to extend the relief measures for airlines to the third quarter.

InfoQuest (July 12, 2021) - According to Mr. Saksayam Chidchob, Transport Minister and chairman of the Civil Aviation Board (CAB), the 7th meeting of CAB in 2021 proposed to extend the relief measures for airlines to the third quarter.

1. Airline expenditure reduction. CAB instructedthe Airports of Thailand Public Company Limited (AOT) to reduce the landing charge and parking charge for flights by 50%, and waive the parking charge of "suspended" airlines from July 1 to September 30.

The Department of Airports (DOA) will introduce a service fee reduction or exemption for airports under its supervision afterreceiving working capital compensation from the government.

2. Financial measures. The Civil Aviation Authority of Thailand (CAAT), under the instruction of CAB,would extend the credit term and exempt airlines from fines for failing to pay their clearance fee on time in the third quarter.

The Aeronautical Radio of Thailand Limited (AEROTHAI) has terminated the relief measures due to its financial situation. If AEROTHAI can apply for public service obligation (PSO) to increase financial liquidity, it will reconsider the measures proposed by CAB.

The Thai aviation industry, especially airlines, has suffered heavy losses since the outbreak of the COVID-19 pandemic in early 2020. CAB teamed up with the subordinates to the Ministry of Transport to formulate measures to mitigate the impact of airlines.

Seven airline operators have applied for supportfrom the government, hoping that the reduction and exemption period of operating expenses would be extended to the end of this year.

At the meeting, CAB also deliberated important issues on the development of the aviation system and approved the blueprint and route for the development of the Aeronautical Information Management (AIM).

Tobetter exert the role of the international air navigation system and offer soundtravel experience, the International Civil Aviation Organization (ICAO) is committed to building a global aviation information sharing platform according to the Global Air Navigation Plan.

Aviation information exchange is still carried out in a point-to-point way. WithSystem Wide Information Management (SWIM), Thailandmay embrace effective information exchange, meet the demand of future air transportation growth, and even connect the Aviation Information System (AIM) with the global system, which is also in line with the Global Air Traffic Management Operational Concept of ICAO.

SWIM will transfer the work of aviation information service providers to the interested juristic person to facilitate supervision and aviation information development of CAAT. CAAT is both an AIS Provide and a supervisor, and has formulated a specific Action Plan with reference to foreign implementation methods.

CAB also put forward a number of other resolutions on the meeting:

1.    Exempted Thai Summer Airways Company Limited from the Actual Flight Operation within one year from the date of obtaining the license, and extended the term to March 31, 2022.

2.     Approved the process, steps and time limit for issuing permissions, licenses and air navigation permits and urged the establishment of an appeal process.

Transport Minister Saksayam has instructed CAAT to clear up the backlog and prepare for the national aviation industry to return to normal in the next 2-4 years.

1.     CAAT needs to graduallymake nine other areas available to tourists since the successful launch of Phuket Sandbox.

2.     Formulate a Set Zero reorganization plan as soon as possible and handle businesses such as certifying public airports, issuing private airport licenses and issuing drone licenses to reduce illegal drones and effectively promote aviation business.

3.     Raise specific plans to encourage all aviation operators to seize economic opportunities. The International Air Transport Association (IATA) predicted that the aviation industry will recover in 2023 at the earliest or 2025 at the latest.
