NANJING, Oct. 13 (Xinhua) -- East China's Jiangsu Province has issued 20 measures to promote the innovative upgrading of economic development zones in the province and accelerate its pace in building a new highland for reform and opening-up, according to an official on Monday.
Zhu Yimin, deputy director of the Department of Commerce of Jiangsu Province, disclosed at a press conference that Jiangsu will support the introduction of regional headquarters of multinational companies, give rewards to newly-added or capital-increase foreign-funded projects, set up a foreign trade public service platform, and promote the pilot of tariff guarantee insurance system.
Jiangsu will strive to optimize the institutional functions of economic development zones. The development and operation entities in the economic development zones are allowed to get listed at home and abroad and develop bond financing.
Zhang Min, deputy director of the Administration Office for Government Affairs Service of Jiangsu Province, noted that efforts will be made to enhance the decentralization and empowerment in economic development zones by drawing experience from the pilot free trade zones. An implementation plan on deepening the reform of streamlining administration, delegating power to lower levels, and improving regulation and services in the economic development zones is expected to make debut at the end of this year.
From January to August, economic development zones in Jiangsu at various levels generated 1.79 trillion yuan worth of industrial value-added output, which is used to measure the activity of designated large enterprises with annual business turnover of at least 20 million yuan.
