HAIKOU, June 4 (Xinhua) -- Haikou municipal government has authorized 42 administration rights to Jiangdong New Area Administration Bureau, giving more freedom for accelerating the development of this Area as key part of Hainan Free Trade Port,
Among the municipal authorities given to Haikou Jiangdong New Area, 11 items are related to project constriction approval and examination, accounting for 26 percent of the municipal authorities authorized this time.
They include technical review of preliminary design of government-invested projects, approval of civil construction projects that should be built with air defense basement, issuance of construction permits, civil air defense engineering completion acceptance filing, construction project completion acceptance filing, fire control acceptance or filing of construction projects, review of fire control design for construction projects, etc.
In the meantime, Jiangdong New Area Administration Bureau will take over all the six management matters previously handled by Haikou Development and Reform Commission, including the approval of government-invested project proposals, approval of foreign-invested projects, filing of enterprise investment projects, approval of feasibility study reports of government-invested projects, approval of preliminary design and budget estimates of government-invested projects, and energy-saving review of fixed assets investment projects.
Jiangdong New Area has also undertaken administrative matters, which were formerly under the charge of Haikou Bureau of Ecology and Environment, such as permission for environmental impact report forms, examination and approval of new construction, reconstruction or expansion of discharge outlets in rivers and lakes; and construction permit at special times.
