BEIJING, June 17 (Xinhua) -- South China's Guangxi Zhuang Autonomous Region has carried out the reform of “simplifying administrative procedures” and taken several measures to offer better, more efficient government services for enterprises and the public since the beginning of 2018 in a bid to further improve its business environment.
"Simplifying administrative procedures" means that government departments should handle matters well for enterprises and the people by following the requirement of "One Visit at Most". Relevant procedures should be integrated to optimize the process, and ensure that people can handle one matter well with one visit at most.
Too many visits and documents required, long time of handling, low review and approval efficiency of some departments, and other problems have always be the "pain points" of government services. Now the deepened reform has delivered convenience to enterprises and ordinary people.
"One-window acceptance and integrated services" means offering "package services" for enterprises and people, representing the direction of the reform.
Nanning, the capital city of Guangxi, has pushed for whole-chain review and approval services, and shifted the handling of "one item" into the handling of "one matter"; Guilin City has integrated real estate registration, housing transaction and other functions, and established Guilin city real estate registration and housing transaction center, and realized integrated operation of real estate registration and housing transaction; in Hechi City, real estate registration of the same level follows the practice of "one-window acceptance and joint handling", reducing the time of general registration from original 15 working days to within one hour after the approval of online preliminary review, and the time of mortgage registration from original 10 working days to within 30 minutes after the approval of online preliminary review; Guigang City has set up an intermediary supermarket of government review and approval, accelerating the speed of intermediary services by over 60 percent, together with ever-improved investment environment for enterprises.
Meanwhile, Guangxi is also launching the special campaign of "cutting down on requirements for administrative certification for greater convenience of the people": practices like unreasonable, circular, and repeated certification are canceled, and fussy procedures like sealing, review, recording, confirming, and informing are reduced. To date, 2,270 certification materials have been canceled at autonomous region, municipality, county, and township level.
This year, Guangxi will further implement the reform to simplify procedure of government affairs, aiming at halving the time it takes to handle matters, speeding up government services, and offering a better business environment. (Edited by Yang Yifan, yangyifan@xinhua.org)
