Thai Energy Regulatory Commission to study model of new power market

Abstract : Head of the ERC of Thailand said that ERC is pushing for study in the model of new power market, such as Peer-to-Peer Energy Trading.

InfoQuest, (May 07, 2019) -- Ms. Narupat Amornkosit, secretary general and spokeswoman of the office of the Energy Regulatory Commission (ERC) of Thailand, said that ERC is pushing for study in the model of new power market, such as Peer-to-Peer Energy Trading, which is a major measure to promote competition and make preparations for the liberation of power business. Meanwhile, ERC has published notice for the participation of Energy Regulatory Commission Sandbox (ERC Sandbox) project. The notice has taken effect.

"The announcement of ERC Sandbox project is to echo with the current ERC policies, namely: using cutting-edge technologies and innovation to push for the establishment of supervision policy and a fast response mechanism of energy supervision which aims to take place of the current outdated energy business supervision mechanism, and promoting fair competition and national power business competition in line with Thailand's energy reform plan," said Ms. Narupat.

ERC's note for the participation of ERC Sandbox stipulated that the business and innovation that applicants can test in the ERC Sandbox project must fall into the following five categories:

1. Study of the new model of power market. 2. Study of the mix of new service fee rate. 3. Research in new technologies. 4. Research in the management and operation model of new power system. 5. Research in the new business model of energy.

The notice also stipulated that eligible submitters of energy innovation products must be government departments, or corporate enterprises and education agencies registered in Thailand. Meanwhile, the innovative products must be the first of its kind in Thailand, energy products or services having not been submitted within Thailand, or new technologies used to enhance the efficiency of existing products and services.

ERC hopes the project can prompt energy supervision departments to set up participatory supervision procedure, encourage the development of innovative technologies and energy products, and test these technologies and products before use to enhance efficiency and reduce the costs of energy services, and strengthen, improve and develop energy supervision and management mechanism in a sustained way.

ERC has established an implementation committee for the ERC Sandbox, which takes charge of assessing relevant projects in line with stipulated standards, and selecting and stipulating the time frame of project installation and operation. Besides, projects to be tested have to be submitted during May 3-June 28, 2019. The list of approved projects will be publicized on August 30, 2019.
