China to deepen reform in construction engineering field in FTZs

Abstract : China will further deepen the reform in the pilot free trade zones (FTZs) in the construction engineering field, according to a document unveiled by Ministry of Housing and Urban-Rural Development (MOHURD) on Friday.

BEIJING, Feb. 2 (Xinhua) --- China will further deepen the reform in the pilot free trade zones (FTZs) in the construction engineering field, according to a document unveiled by Ministry of Housing and Urban-Rural Development (MOHURD) on Friday.

China will liberalize restrictions on foreign capital in construction engineering design, ease restrictions on the construction enterprises' scope of business, and further promote the trade and service liberalization in the construction and planning fields in Guangdong, Hong Kong and Macao, according to the document.

To be specific, China will abolish the requirements for proportion of the foreign technicians in foreign-invested construction engineering design enterprises.

The provincial governments will delegate the approval authority for the construction projects, such as construction permits and safety production licenses to the FTZs, said the document.

In addition, when a wholly foreign-owned construction enterprise in the pilot FTZ undertakes a Sino-foreign joint construction project of the province (city), it is not subject to the proportion of Chinese and foreign investment in construction projects.

Professionals in the fields of construction, planning, etc., which are qualified to provide service  in Hong Kong and Macao, will be allowed to provide professional services to enterprises in the Guangdong FTZ, after their filing to the relevant departments, according to the document. (Edited by Bao Nuomin, baonuomin@xinhua.org)
