BEIJING, Oct. 31 (Xinhua) -- China's cabinet on Monday urged local authorities to better implement reforms and policies to support growth and improve people's livelihoods.
Positive results have been achieved in economic growth and supply-side structural reforms this year, but problems still remain, according to a statement released after an executive meeting of the State Council.
The statement flagged ineffective measures to cut red tape, slow progress in major construction projects and constraints on private investment and innovation.
There is also much to improve in eradicating poverty and protecting the environment, the statement said, citing a nationwide inspection of government work.
The cabinet demanded that local authorities and government departments bring forward schemes to carry out major construction projects, encourage private investment in emerging industries and improve people's welfare.
More incentives will be given to local governments, while support in fiscal and financial resources will be provided, it said.
Officials should not focus on paperwork but effective implementation of policies, the cabinet said.
It also decided on measures to make government affairs more transparent, noting that 100 counties will be selected to pilot reforms accordingly. Enditem
