China proposes adjustments to export rules for dual-use aviation items

October 14, 2026

Abstract : China's Ministry of Commerce has proposed adjustments to export procedures for dual-use items in the civil aviation sector, allowing eligible enterprises to obtain export certificates through registration rather than applying for individual export licenses.

BEIJING, Oct. 13 (Xinhua) -- China's Ministry of Commerce has proposed adjustments to export procedures for dual-use items in the civil aviation sector, allowing eligible enterprises to obtain export certificates through registration rather than applying for individual export licenses.

The ministry recently released a draft regulation on managing export certificates for dual-use civil aviation items, seeking public feedback. The goal is to balance development with security while making it easier to export these items in compliance with regulations.

Under the proposed measures, aviation enterprises exporting items such as aircraft engines and inertial navigation systems for legitimate purposes, including repair, maintenance and leasing, would no longer need to apply for export licenses on a shipment-by-shipment basis, a ministry official explained.

Instead, eligible exporters would automatically obtain export certificates after registering the required information, enabling them to complete customs clearance through paperless procedures.

The new arrangement is expected to shorten supply cycles for passenger and cargo aircraft components, improve aviation safety, support the international development of China's civil aviation industry and boost the competitiveness of related service industries, the official said.

China introduced regulations on the classified management of civil aviation parts exports in 2006, making it easier for aviation companies to send engines, inertial navigation systems and other components abroad for repairs and maintenance. This move helped promote civil aviation safety and support industry development.

Following the entry into force of China's Regulations on Export Control of Dual-Use Items in December 2024, which adjusted the country's export licensing framework, the earlier rules need to be updated accordingly, the official said.

The 22-article draft specifies eligible exporters, applicable export scenarios, registration and customs clearance procedures, compliance obligations and administrative penalties.

The proposed measures would cover exports for overseas repair, maintenance and replacement, the return of damaged items, as well as reasonable quantities of spare parts exported by aircraft manufacturers headquartered in China.

Exports of drones for overseas exhibitions, demonstrations and international emergency rescue operations could also qualify for similar arrangements.

To prevent misuse, the draft sets restrictions on eligible entities and export activities, requires exporters to report certificate usage and unusual circumstances, and authorizes regulators to request additional documentation or revoke certificates under special circumstances.

The ministry will further refine the draft based on public feedback and work toward its early implementation to facilitate compliant exports by aviation enterprises, the official said.
