Zambian expert says China's long-term development planning offers valuable lessons

January 15, 2026

Abstract : China's long-term development planning offers valuable lessons for developing countries, a Zambian expert said on Wednesday, citing policy continuity and effective implementation mechanisms.

LUSAKA, Jan. 14 (Xinhua) -- China's long-term development planning offers valuable lessons for developing countries, a Zambian expert said on Wednesday, citing policy continuity and effective implementation mechanisms.

Jacob Malunga, executive director of the National Institute of Public Administration, made the remarks while attending a symposium held by the Chinese Embassy in Zambia.

He pointed out that developing countries can draw useful lessons from China's long-term planning mechanism, which is anchored in policy continuity and supported by mechanisms that allow for timely adjustments in response to emerging challenges.

China has demonstrated policy consistency over the years, supported by mechanisms for adjustment in response to emerging issues, Malunga said, adding that the success of China's development planning lies in its long-term approach.

He further attributed this success to strong institutions and effective coordination in the implementation of development plans, which other countries should emulate.

The event was attended by Wang Sheng, charge d'affaires of the Chinese Embassy in Zambia, as well as officials from think tanks, academia, and other experts.

In his opening remarks, Wang noted that China's development philosophy, practical exploration, and governance experience can serve as valuable references and opportunities for members of the international community, especially Global South countries striving for economic prosperity and social progress.

On China-Zambia relations, Wang said there is strong synergy between China's 15th Five-Year Plan and Zambia's national development strategies.

"As China pursues high-quality development and builds a modern industrial system, it has accumulated rich experience and advanced technologies that are ready to be applied in Zambia when needed," he added.
