BEIJING, July 11 (Xinhua) -- The Innovation-driven Development (Zhangjiagang) Index jointly compiled by the People's Government of Zhangjiagang City and China Economic Information Service (CEIS) was released on Sunday in Zhangjiagang city, east China's Jiangsu province.
The index aims to evaluate the construction of Zhangjiagang as an innovative city, guide its innovation-driven development, provide reference for the research on innovation-driven development index of innovative cities and counties across China, and share experience in the construction of national innovative city.
Based on Global Innovation Index and the national innovative county (city) construction monitoring and evaluation index system, the index designs six primary indicators, including innovation input, innovation entity, innovative talent, innovation ecology, innovation output and innovation benefits to people, as well as 13 secondary indicators and 39 tertiary indicators.
The Innovation-driven Development (Zhangjiagang) Index went up at an average annual rate of 18.07 percent year on year from 2018 to 2020, with strong growth in innovation entity and innovation output indicators, high-level of innovative talent, innovation input and innovation ecology indicators and reasonable rise in innovation benefit indicator.
Research showed that Zhangjiagang boasts complete innovative development elements and robust innovation momentum, said Cao Wenzhong, vice president of CEIS.
Cao added that Zhangjiagang's practices in three aspects have set good references for other cities. Firstly, it enhanced top-down design in recent years and formed a working mechanism with the government playing a leading role in boosting innovation. Zhangjiagang has also highlighted institutional reform to spur innovative development of enterprises. Meanwhile, the city has created an open and collaborative innovation ecosystem by pooling innovation resources and strengthening the supporting role of sci-tech services.
The index also puts forward suggestions for Zhangjiagang's innovation-driven development, covering such areas as continuing institutional reform, guiding enterprise investment, nurturing new sectors and formats, promoting sharing of innovation resources, and building achievement transfer and transformation system.
It is learned that Zhangjiagang is making every effort to build itself into a national model of innovation-driven development for counties and cities. It has been included in the list of national intellectual property demonstration cities and the list of constructing the first batch national innovative counties and cities.
