InfoQuest (May 28, 2020) -- COVID-19 has driven up the number of e-Form D applicants, said Mr. Kirati Ratchano, director-general of the Department of Foreign Trade (DFT) of the Ministry of Commerce (MOC). Especially in March-April when ASEAN was hit the hardest, over 20 percent more operators applied for e-Form D to the authority over January-February.
The e-Form D is a certificate of origin under the framework of the ASEAN Free Trade Area (AFTA). Operators can apply for it on DFT's certificate of origin issuance service system, and DFT will send their e-Form D information to customs authorities of destination countries as long as their application is approved. Since January 20, 2020, DFT starts to offer e-Form D issuance service system through Live Operation to all ASEAN member states.
The e-Form D is rolled out as the government orders social distancing during the outbreak, said the director-general. So far, DFT has made necessary adjustments so that staff can work from home to handle related application approval work through the system. Moreover, operators no longer need to go to DFT's office building to receive papers and use the paper version of Form D to go through customs clearance procedures, because their e-Form D information will be promptly sent to customs authorities of destination countries through the electronic system.
Although the outbreak is gradually gotten under control, DFT will continue to attach great importance to users' safety and improve its service through digital innovation to promote more operators to use e-Form D, so as to create convenience for import-export businesses.
