BEIJING, April 13 (Xinhua) -- The regulations of Shanghai Municipality on optimizing the business environment has been put into operation recently, reported the people.cn on Sunday.
The regulations include a total of 80 policies in five main aspects including market environment, government services, public services, regulatory enforcement, and law guarantee in a bid to further improve the city's business environment and solicit more foreign investors.
According to the regulations, the government should treat all types of market entities equally with a full service system covering the entire life cycle of enterprises, protect equal market access and increase support for the development of private businesses and small and medium-sized enterprises (SMEs) and boost their innovation.
The regulations also set higher requirements on the standards, time limits and procedures of government service. It is clarified that the online and offline processing standards should be the same. The conditions for handling government affairs must not contain bottom-line clauses, and relevant departments must not restrict the channels for handling market affairs.
