InfoQuest (December 9, 2019) -- After the opening ceremony of the "Seminar on Energy Policy Implementation in 2020", Energy Minister Sonthirat Sonthisajirawong revealed that the seminar is held annually to convey and promote the "Energy for All" policy to the central and local officials under the Ministry of Energy. The policy has been in place for some time and will continue to be pushed forward as the main policy targeting energy sector in 2020 to promote the implementation of policies at the grass-roots level.
The policy includes measures providing living subsidies to the public to promote energy equity. Currently, the government is adjusting the price structure of oil and electricity to ensure energy equity. In addition, the policy also urges to help all legally eligible areas of Thailand get access to electricity, especially in the border areas where power outages occur at the end of power lines. The Ministry of Energy has appointed the Energy Conservation Promotion Fund to map out a budget support scheme to achieve nationwide electrification and improve people's quality of life.
In the next three years, community power plants with a total generating capacity of more than 1,000 megawatts will be established, and relevant plans in this regard and biomass utilization scheme to help reduce burning in open areas and cut PM2.5 emissions will be submitted to the meeting of the National Energy Policy Committee (NEPC) in mid-December.
Community power plants will be set up in potential areas of the country according to the community-owned power project model in Kanchanaburi. The project aims to build a comprehensive community power plant that uses solar energy, biomass, garbage and fossil fuels to power various activities, so as to reduce energy consumption and generate income for the community. The government will consider allocating funds from the Energy Conservation Promotion Fund to support and press ahead the project.
The government also plans to promote biodiesel B10 to be the primary diesel and B20 as fuel for large trucks nationwide, as well as facilitate a more balanced supply and demand in the palm oil market and stabilize the price of palm oil to ensure that it will not be affected by price fluctuations in the world market. In 2020, Thailand will continue to introduce biomass fuel into gasoline products and increase the mixing amount of E20 in gasoline products.
Moreover, the government supports the adoption of electric vehicles (EVs) in Thailand, and will negotiate with relevant agencies to improve the overall utilization rate of EVs.
"The core of the "Energy for All" policy is to leverage energy to drive the development of the grassroots economic system, which will further benefit the national economy and help push the economy and industry sector forward despite the changing external factors," said Mr. Sonthirat.
