Interim Measures of Qinzhou City on Supporting the Development of Big Data Industry
Office Space Incentive for affiliated big data enterprises newly settled in Qinzhou City, an office space incentive shall be granted as per the following criteria:
(I) For enterprises settled in Qinzhou Huawei Cloud Town which have promised to pay a certain amount of tax to the local government within three years, a preferential treatment shall be given as per the following criteria:
1. In case of the tax amount from 1 million (included) to 9 million yuan, an office space with a total area of not greater than 600 square meters (10 square meters per capita) shall be offered free of rent, and the rent for the excess area shall be collected at a monthly rate of 15 yuan per square meter, as a maximum.
2. In case of the tax amount from 9 million (included) to 30 million yuan, an office space with a total area of not greater than 600 square meters at Lanting Street in Baishi Lake Area of Binhai New Town shall be offered, and the rent for the excess area shall be collected at a monthly rate of 15 yuan per square meter, as a maximum.
3. In case of the tax amount of 30 million yuan or above, an office space with a total area of not greater than 1,000 square meters at Lanting Street in Baishi Lake Area of Binhai New Town shall be offered, and the rent for the excess area shall be collected at a monthly rate of 15 yuan per square meter. If the enterprises have chosen to purchase or self-build an office space in Qinzhou City, a five-year subsidy shall be granted at a rate of 500 yuan per square meter as per the floor area stated in the real estate purchase contract or the real estate (house property) ownership certificate of such office space, with the annual aggregate subsidy not more than 50,000 yuan.
4. If the enterprises have chosen to decorate the designated office space (roughcast house), a one-off subsidy shall be granted at a rate of not more than 550 yuan per square meter based on the actual decoration cost, with the final subsidy amount being subject to the actual decoration area and the invoice amount.
If the enterprises make good on their tax promise as mentioned above within three years, the office space rent for the fourth and fifth years shall be collected at a monthly rate of 15 yuan per square meter as a maximum; if the enterprises fail to deliver on the above-mentioned tax promise, the rent exempted for the first three years shall be made up at a monthly rate of 15 yuan per square meter, and the office space for such enterprises shall be rearranged depending on their specific corporate operations.
(II) For accredited newly settled affiliated big data enterprises which have chosen to rent an office space at a designated place outside Qinzhou Huawei Cloud Town and have continued as a going concern for at least a full year, a three-year subsidy on the rent for the year prior shall be granted as per 100 percent of the rent for the first year, 80 percent for the second year and 50 percent for the third year. Such subsidy shall be disbursed from the Development Subsidy Fund for Big Data Industry. The office space entitled to the subsidy shall not be more than 500 square meters.
(III) Enterprises that have been granted the preferential terms prescribed in the Measures shall not sublet, lease or change the use of the office space.
(IV) The aforementioned subsidies shall be disbursed from the Development Subsidy Fund for Big Data Industry upon being accredited by Qinzhou Municipal Development and Reform Commission (Qinzhou Municipal Big Data Development Bureau), Qinzhou Municipal Science and Technology Bureau, Qinzhou Municipal Bureau of Industry and Information Technology, Qinzhou Municipal Tax Service of the State Taxation Administration, Qinzhou High-tech Industrial Development Zone Management Committee and other authorities.
(V) Enterprises applying for the aforementioned subsidies shall submit the business license, the house rental and decoration contracts (including geographic location or area graph), the pay order, the tax certificate and other relevant credentials. Enterprises purchasing or self-building an office space shall submit real estate purchase contract or real estate ownership certificate.
Contribution Incentive
(I) For affiliated big data enterprises newly settled in Qinzhou Huawei Cloud Town which have paid a certain amount of tax, a five-year incentive shall be granted as per the following criteria:
1. For enterprises that have paid a total of corporate income tax and value-added tax of 500,000 yuan (included) to 2 million yuan, a tax incentive shall be granted as per 40 percent of the portion of the corporate income tax and value-added tax revenues retained by the local government.
2. For enterprises that have paid a total of corporate income tax and value-added tax of 2 million (included) to 8 million yuan, a tax incentive shall be granted as per 60 percent of the portion of the corporate income tax and value-added tax revenues retained by the local government.
3. For enterprises that have paid a total of corporate income tax and value-added tax of 8 million (included) to 30 million yuan, a tax incentive shall be granted as per 80 percent of the portion of the corporate income tax and value-added tax revenues retained by the local government.
4. For enterprises that have paid a total of corporate income tax and value-added tax of 30 million yuan or above, a tax incentive shall be granted as per 90 percent of the portion of the corporate income tax and value-added tax revenues retained by the local government.
(II) The aforementioned incentives shall be disbursed from the Development Subsidy Fund for Big Data Industry upon being accredited by Qinzhou Municipal Development and Reform Commission (Qinzhou Municipal Big Data Development Bureau), Qinzhou Municipal Science and Technology Bureau, Qinzhou Municipal Bureau of Industry and Information Technology, Qinzhou Municipal Tax Service of the State Taxation Administration, Qinzhou High-tech Industrial Development Zone Management Committee and other authorities.
(III) Enterprises applying for the aforementioned incentives shall submit the business license, the tax certificate and other relevant credentials.
Operation Subsidies
(I) Broadband Access Charges Subsidy: For affiliated big data enterprises newly settled in Qinzhou Huawei Cloud Town or other designed places in Qinzhou, a two-year subsidy on their broadband access charges incurred for their daily operations shall be granted as per 30 percent of the actual charges for the first year and 15 percent for the second year. The cap on the annual aggregate subsidy for a single enterprise shall not exceed 300,000 yuan.
(II) Power Fares Subsidy: For affiliated big data enterprises newly settled in Qinzhou Huawei Cloud Town or other designed places in Qinzhou, a two-year subsidy on their power fares incurred for their daily operations shall be granted as per 10 percent of the actual power fare for the first year and 5 percent for the second year. The cap on the annual aggregate subsidy for a single enterprise shall not exceed 200,000 yuan.
(III) Cloud Service Subsidy: For Qinzhou-based enterprises that have purchased local cloud services, a subsidy shall be granted as per the following criteria:
1. For the cloud service expenditure of less than or equal to 300,000 yuan, a three-year subsidy shall be granted as per 100 percent of the expenditure for the first year, 80 percent for the second year and 50 percent for the third year. For the portion of more than 300,000 yuan, a subsidy shall be granted as per 50 percent of the expenditure for the first year, 40 percent for the second year and 30 percent for the third year. The cap on the annual aggregate subsidy for a single enterprise shall not exceed 500,000 yuan.
2. Qinzhou-based enterprises shall purchase local cloud services out of actual use necessity, while opposing the practice of extravagance and waste or making a profit of the subsidized cloud services. Once these misconducts are verified, all the subsidies granted shall be recovered and all the enterprises involved shall be put on the credit blacklist.
(IV) The subsidies mentioned in the (I), (II) and (III) shall be disbursed from the Development Subsidy Fund for Big Data Industry upon being accredited by Qinzhou Municipal Development and Reform Commission (Qinzhou Municipal Big Data Development Bureau), Qinzhou Municipal Science and Technology Bureau, Qinzhou Municipal Bureau of Industry and Information Technology, Qinzhou High-tech Industrial Development Zone Management Committee and other authorities.
(V) Enterprises applying for the aforementioned subsidies shall provide the following materials:
1. Application materials for the broadband access charges subsidy include the business license, the broadband service contract, the pay order and other relevant credentials.
2. Application materials for the power fares subsidy include the business license, the pay order and other relevant credentials.
3. Application materials for the cloud service subsidy include the business license, the cloud service contract, the pay order and other relevant credentials.
Innovation Incentive
(I) High-tech enterprises shall be encouraged and supported to establish scientific research institutions related to local big data industry such as engineering technology research centers, engineering research centers, enterprise technology centers, enterprise R&D centers and key laboratories. For those accredited scientific research institutions at state, autonomous region and municipal levels, a premium of 500,000 yuan, 200,000 yuan and 50,000 yuan from the Municipal Special Cultivation Fund for High-tech Enterprises shall be granted respectively. Declaration, review and disbursement of the premiums shall be in accordance with the relevant provisions of the Interim Measures for the Cultivation and Introduction of High-tech Enterprises in Qinzhou City (QZB [2013] No. 144).
(II) For enterprises newly registered within Qinzhou City and obtaining Internet Data Center (IDC) licenses, a one-off premium of 200,000 yuan from the Development Subsidy Fund for Big Data Industry shall be awarded. Enterprises applying for the aforementioned premiums shall provide the business license, the IDC license and other relevant credentials.
Article 13 Incentive to Enterprises above Designated Size and on Official Statistic List For new and existing affiliated big data enterprises settled in Qinzhou City which have been accredited as the first batch meeting the standards for "enterprises above designated size and on official statistic list" by Qinzhou Municipal Development and Reform Commission (Qinzhou Municipal Big Data Development Bureau) and Qinzhou Municipal Bureau of Statistics, a one-off premium of 30,000 yuan from the Development Subsidy Fund for Big Data Industry shall be granted. Enterprises applying for the aforementioned premiums shall provide the business license, the certificate for the status of enterprise on official statistic list and other relevant credentials.
Article 14 Financing Support Financial institutions shall be encouraged to provide credit support for major big data industrial projects with high technological sophistication and strong driving force. For Qinzhou-based enterprises obtaining loans from banking financial institutions for projects allied to big data industry and continuing as a going concern for one year, a three-year subsidy on their loan interests paid for the year prior shall be disbursed from the Development Subsidy Fund for Big Data Industry as per the benchmark interest rate for loans of the same period, upon being accredited by Qinzhou Municipal Development and Reform Commission (Qinzhou Municipal Big Data Development Bureau) and other relevant departments, with the annual aggregate subsidy not more than 1 million yuan. Enterprises applying for the aforementioned subsidies shall provide the business license, the bank contract, the pay order and other relevant credentials.
Article 15 Land Use Guarantee Land use of big-data-related industrial projects shall be prioritized in urban construction planning, overall land use planning and annual planning so as to give priority to the supply of land for aforementioned projects.
