China’s top economic planner to work on 4 aspects to optimize biz environment

Abstract : China’s top economic planner – National Development and Reform Commission (NDRC) will attach importance to four aspects to further release dividend of business environment optimizing policies, reported Economic Information Daily Tuesday.

BEIJING, March 20 (Xinhua) – China’s top economic planner – National Development and Reform Commission (NDRC) will attach importance to four aspects to further release dividend of business environment optimizing policies, reported the Xinhua-run Economic Information Daily Tuesday.

NDRC vowed to crank up continuously policy supports for better business environment in China, by working on widening market access, promoting transparency of rules, optimizing government affairs-related service and improving appraisal mechanism.

For a long time, China has been pouring efforts into bettering business environment policies. Since 2018, China's cabinet, the State Council has promulgated a string of documents guiding national work on optimizing business environment.

Chinese local governments echoed the moves via taking targeted measures such as enlarging market access, encouraging science and technology innovation, and slashing taxes and administrative charges.

East China’s Shanghai launched its 2.0 version of plan on improving business environment, in which 25 items on establishing business, handling construction permits, and acquiring electricity are further optimized by stipulating clear handling procedures and timing.

In Beijing, the capital city, a basket of practical measures were rolled out for facilitating businesses, including measures on dealing with building permits, accesses to electricity and natural gas, and tax payment.

Northwest China-located Shaanxi province further trimmed restrictions over access to the market for social capital. At the same time, the province proposed to further simplify investment approval for enterprises, speed construction of intellectual property rights system, innovate market supervision modes and specify discretion.

In Northeast China, Heilongjiang province concentrated on problems troubling market entities the most and conducted themed actions to promote invigoration of the province.

Apart from them, east China’s Shandong province, southeast China’s Zhejiang province, southwest China’s Sichuan province and central China’s Hunan province also rushed to unveil policies for improving their business environment this year.

Currently, NDRC picked 22 cities in east, central, west and northeast China to carry out by two batches trial business environment appraisal in a bid to summarize replicable experience and practices.

Within two years since 2019, NDRC will conduct gradually business environment appraisal nationwide to pool suggestions and concrete measures to guide its policy formulation.

As the report quoting NDRC said, the Chinese regulator will accelerate optimization of China’s business environment appraisal system, push for fully implementation of rules on market access negative list, set up and enrich a dynamic adjustment mechanism for the negative list, and continuously improve the disclosure mechanism for information on the negative list in future.  (Edited by Duan Jing, duanjing@xinhua.org)
