China steadily promotes reform on construction project approval -- China is steadily promoting the reform on construction project approval with the aim to reduce the time for approval in the pilot reform areas from the current average of more than 200 working days to 120 working days this year. The country strives to achieve the above goal nationwide in the first half of 2019 and basically build a national unified engineering construction project approval and management system in 2020. At present, the Ministry of Housing and Urban-Rural Development has reviewed more than 90 laws, administrative regulations, rules, normative documents and standard specifications about the construction project approval at the national level, and proposed specific amendments to the first batch of 18 laws, regulations and policy documents, according to an official of the ministry.

China launches campaign against tax evasion in film, TV industry -- China has decided to initiate a campaign to regulate tax payment in the film and TV industry and promote its healthy development, according to a notice from the State Administration of Taxation. The notice demands all levels of taxation authorities inform the film and TV firms and relevant personnel with exorbitant casting fees to conduct self-examinations of their tax payments since 2016 from Oct. 10. The affected businesses include production companies, talent agencies, performing companies and celebrities' studios.

China plans to speed up renovating shantytowns -- China has decided to speed up renovation of its shantytowns to improve the living conditions of people with housing difficulties, according to a State Council executive meeting on October 8. The meeting vowed to speed up revamping shantytowns and ancillary facilities, and tighten supervision over construction quality and safety in accordance with the requirements of the 2018 government work report. It also urged improving the policy of monetary compensation for renovating shantytowns, which should be suitable for local conditions. Between January and September, China started renovating 5.34 million shantytown units, accounting for more than 92 percent of this year's target.

China to promote dev. of power emergency response industry -- China's National Energy Administration has recently released a three-year action plan to enhance the emergency response capacity in the electric power industry. China will explore comprehensive solutions of the power emergency response products, technologies and services, and promote R&D and application of the products such as the natural disaster monitoring and early warning systems, rescue personnel protection products, high-altitude rescue technology and equipment, mobile emergency substation, etc., according to the action plan starting from 2018 to 2020.

China to adopt more proactive fiscal policy: finance minister -- China's finance minister said the country will adopt a more proactive fiscal policy but will not resort to a deluge of strong stimulus policies. Minister of Finance Liu Kun said the fiscal policy should be more forward-looking, flexible and effective to play a bigger role in boosting demand, restructuring the economy and promoting high-quality development. In an interview with Xinhua, Liu said the proactive fiscal policy will prioritize four sectors, namely cutting taxes and fees, improving weak links, boosting consumption and improving people's livelihood.

China to improve management of central SOE leaders -- China has released rules to improve the management of those who run centrally-administered state-owned enterprises (SOEs). The rules were released by the General Office of the Communist Party of China Central Committee and the General Office of the State Council, and adhere to the principle of the Party supervising cadres, while bringing the market mechanism into play.

E China's Anhui releases implementation plan to improve air quality -- East China's Anhui Province Tuesday released an implementation plan to improve air quality and win the battle for a blue sky. The implementation plan aims at substantially reducing emissions of major air pollutants and greenhouse gases, seeing a marked drop in the density of PM 2.5, and decreasing the number of days with serious air pollution. According to the plan, by 2020, emissions of sulfur dioxide and nitrogen oxides in Anhui is required to decline 16 percent on the basis of 2015, and cities with low air quality standards should post a 18 percent fall in PM 2.5 density.

China’s national new areas to roll out new development plans -- China’s 19 national-level new areas are to roll out new development plans, according to Economic Information Daily. So far, the state council has approved a total of 19 national-level new areas such as Shanghai Pudong New Area and Hebei Xiongan New Area, most of which have come up with plans to build themselves into a national-level or even world class industry cluster. Tianjin Binhai New District, for example, plans to actively develop agglomeration economy, open economy, and intelligent economy. It is noted that 18 national-level new areas (excluding Xiongan New Area) have achieved total GDP of approximately 4 trillion yuan in 2017, accounting for five percent of national GDP. Particularly, 11 national-level new areas saw their GDP exceeded 100 billion yuan scale.
