China's Xiongan New Area to ensure clean energy supply for all energy consumption -- The Xiongan New Area in China's Hebei Province will ensure clean energy supply for all energy consumption in the future, according to Guo Zhi, chief economist of the National Energy Administration. The Xiongan New Area will scientifically use geothermal resources, coordinate the supply of energy sources including natural gas, electricity, geothermal, and biomass, and form a multi-energy complementary heating system, proposed by Xie Qiuye, president of the Electric Power Planning & Engineering Institute (EPPEI).

China revises regulations on economic census -- The Chinese government has revised regulations on national economic census to guarantee the accuracy and timeliness of economic data, government officials said on August 24. The revision was also aimed at keeping the regulations in line with the Statistics Law, which was revised in 2009, according to the officials. Under the current regulations, statistics on the self-employed can be compiled through sampling surveys. The revision puts small and micro businesses in the same category since, as due to their huge number, it is very difficult and costly to collect data through door-to-door visits of all firms, the officials said. The revision also allows statistics agencies to collect data through digital forms filled on site or online, instead of hand-written forms.

China launches International Commercial Expert Committee -- China's Supreme People's Court (SPC) on Sunday launched the International Commercial Expert Committee (ICEC), with a membership of 32 domestic and foreign experts. "The ICEC, which supports the settlement of international commercial disputes through mediation, arbitration and lawsuits, was set up to enhance international cooperation and facilitate the work of international commercial courts," the SPC said. Coming from different legal systems and jurisdictions, the first batch of committee members includes leaders of international organizations, legal experts and scholars, and experienced judges and lawyers.

Chinese lawmakers weigh new law on soil pollution -- Chinese lawmakers on Monday began reviewing a draft law on soil pollution prevention and control, as the country has escalated its fight against pollution. There will be national standards for soil pollution risk control, and a nationwide soil condition census should be conducted at least once every ten years, according to the draft. A network of monitoring stations are required to be established nationwide with data and other information collected shared among environmental, agricultural, natural resources, housing, water resources, health, and forestry and grassland authorities, it said.

Hebei puts cap on steel capacity to fight pollution -- North China's Hebei Province will cap its steel capacity at 200 million tonnes by 2020 in its fight against air pollution. The total steel capacity in Hebei, Beijing's neighbor and home to several of the country's top 10 most polluted cities, was cut to 239 million tonnes by the end of 2017 from its peak of 320 million tonnes in 2011. Local authorities plan to cut a further 10 million tonnes this year. The provincial government said on August 27 it will also limit the capacity for cement, flat glass, coal and coke to 200 million tonnes, 200 million weight boxes, 70 million tonnes and 80 million tonnes, respectively in 2020.

China's Zhejiang to achieve output of RMB3.3 trln in transportation industry by 2022 -- East China's Zhejiang will achieve a total output of 3.3 trillion yuan in the comprehensive transportation industry by 2022, with an added value of 900 billion yuan, according to the Zhejiang Provincial Transport Department. Meanwhile, Zhejiang will speed up the construction of the comprehensive transportation industry. In the next five years to 2022, it will invest about 1 trillion yuan in 70 key transportation projects. It is reported that the province is quickening the pace to build the intelligent highway linking Hangzhou, Shaoxing and Ningbo. The highway with a projected speed of 120 kilometers per hour will support application of new technologies such as autonomous driving, wireless charging while driving.

S. China's Guangdong rolls out measures to support free trade zone -- South China's Guangdong Province on August 28 officially rolled out 20 specific measures to support system innovation in the pilot free trade zone. Guangdong will support the pilot program of the qualified domestic investment enterprise (QDIE) in the Nansha New District of Guangzhou City and the Hengqin New Area of Zhuhai City. Meanwhile, it will improve the mechanism of two-way circulation of cross-border funds such as Shenzhen-Hong Kong Stock Connect, mutual fund recognition and bond connect program.
