SHENYANG, Dec. 5 (Xinhua)--Yingkou area of China (Liaoning) Pilot Free Trade Zone (Liaoning FTZ) took the lead in China to simplify business registration system, integrated 39 items of enterprise-related certificate information on business license. Since the operation of Yingkou area, a total of 236 enterprises have received their business licenses incorporating 39 certificates in one.
In simplifying business registration system, Yingkou area has added 34 certificates and forms including the Registration Certificate of Customs Declaration Units and the Registration Form for Enterprise Access to Electronic Port apart from the integration of five certificates into one and one code for one license, bringing the total items to 39. In the pilot free trade zone, 33 matters including the registration of foreign trade operators and filing the establishment of foreign-invested enterprises have been consolidated by setting dynamic 2D codes, realizing "cutting the number of certificates down".
According to Jia Hongbo, director general of the Economic Development Board of Yingkou area of Liaoning FTZ, previously, to deal with all matters, an enterprise needed to prepare 35 sets of materials, and now they only have to prepare one set of industrial and commercial registration material and fill in the application form for “multi-certificates in one”. At past, it took 50 days to fulfill these formalities, now it only takes 7 days. When 15 departments were involved in fulfilling the examination and approval procedures, an enterprise had to go to the departments at least 27 times at past, but now it only needs twice.
On April 10, Shenyang area, Dalian area and Yingkou area of Liaoning FTZ started to operate. As of August 9, 1,175 new business entities were registered in Yingkou area, with a total registered capital of 75.833 billion yuan.
