BEIJING, Feb. 4 (Xinhua) -- China has issued a national plan for the development of energy industry in the 13th Five-Year (2016-2020) Plan period.
China will make efforts to build an open and unified modern energy market with orderly competition, according to the plan released by the National Development and Reform Commission (NDRC) and the National Energy Administration.
Under the plan, China will lift the control over the competitive fields and segments, implement a unified market access system, promote the diversification of energy investment and encourage private investment in the energy industry.
Additionally, efforts will be made to improve the market exit system, accelerate the construction of ancillary power service market and introduce a renewable energy quota system and a green power certificate trading system.
The plan also urges the establishment of a natural gas trading center, cultivating energy future markets, promoting the construction of a unified national carbon emission trading market and improving the energy market supervision mechanism.
Besides, China will optimize the system of energy standards, statistics and metrology. According to the plan, a national big data research platform will be built for the energy industry, where Internet, big data, cloud computing and other advanced methods will be used to improve the statistical analysis of energy data so as to enhance the decision support capacity.
