BEIJING, Jan.18 (Xinhua) -- China plans to work on four key areas and carry out nine major projects to strengthen the protection and use of intellectual property rights, said Gan Shaoning, deputy director of the State Intellectual Property Office (SIPO) during a press conference on Tuesday.
Specified in the 13th Five-Year Plan (2016-2020) for the protection and use of intellectual property rights, the four key areas include intellectual property rights transaction and operation system construction, intellectual property rights public service system construction, intellectual property rights talent cultivation system construction as well as intellectual property rights culture construction during the five years' period, according to Gan.
The plan also mapped out nine major projects including legal perfection, intellectual property rights protection, patent quality improvement, intellectual property rights demonstrative enterprises, intellectual property rights review, intellectual property rights overseas right safeguarding, intellectual property rights investment and financing service, intellectual property rights information public service platform construction, and intellectual property rights culture construction.
Meanwhile, China will improve rules and regulations related to intellectual property rights in newly-emerged areas such as Internet Plus, e-commerce and big data, according to the plan.
Under the plan, the country’s invention patent ownership will rise from 6.3 per 10,000 people in 2015 to 12 per 10,000 in 2020.
Intellectual property rights royalties earned abroad is planned to rise from 4.44 billion U.S. dollars in 2015 to 10 billion U.S. dollars in 2020. Enditem (Edited by Niu Huizhe, niuhuizhe@xinhua.org)
