BEIJING, Oct. 22 (Xinhua) -- China has released a set of guidelines on promoting the deep integration of scientific and technological innovation and industrial innovation.
Issued by the General Office of the Communist Party of China Central Committee and the General Office of the State Council, this document provides a comprehensive blueprint for advancing the deep integration of sci-tech and industrial innovations.
It requires efforts to deepen the implementation of the innovation-driven development strategy, with the goals of developing new quality productive forces and building a modern industrial system, and with a focus on establishing an enterprise-led, multi-stakeholder collaborative system for integrated industry-academia-research innovation, so as to form a new pattern in which sci-tech innovation and industrial innovation promote each other.
This document is of great significance for accelerating high-level sci-tech self-reliance and strength, cultivating and developing new quality productive forces, building China into a competitive sci-tech country, and realizing Chinese modernization, said an official with the Ministry of Science and Technology.
It highlights the necessity to stimulate vitality via reform, requiring that sci-tech innovation should be strengthened with an application-oriented approach while industrial development should clearly define its sci-tech innovation tasks.
The document specifies concrete measures in six areas, namely seamlessly connecting the innovation chain with the industrial chain, supporting the building of a modern industrial system with the supply of high-quality sci-tech achievements, strengthening enterprise-led industry-academia-research collaborative innovation, improving the efficiency of coordinated allocation of innovation resources, fostering a sound ecosystem, and expanding the space for deep integration.
The official noted that the translation of sci-tech achievements into practical productive forces is manifested in spawning new industries and driving industrial transformation. Therefore, it is necessary to promptly apply innovation achievements to industries and industrial chains.
The document puts forward three measures in this regard: enhancing the self-reliance and controllability of industrial chains through breakthroughs in key technologies, cultivating and expanding emerging industries and future industries via original and disruptive sci-tech innovation, and transforming and upgrading traditional industries through the application of advanced technologies.
The official underlined the significance of strengthening enterprises' principal role in innovation. The document outlines three measures regarding this aim, which are enhancing corporate innovation capabilities, accelerating the development of sci-tech enterprises, and promoting greater synergy among innovators.
To improve the allocation of innovation resources, it stipulates measures to foster a virtuous cycle among science, industry and finance, enhance coordinated talent development and utilization, and build integrated innovation platforms.
