
State Grid Fujian Economic Research Institute convened a C5.38 working group meeting at the CIGRE 2026 Paris Session held from August 23 to 28 to discuss global energy attribute certificate (EAC) development pathways.
Focusing on the technical brochure named "Certificates of Origin for Electricity in Power Markets", members of the working group from six countries, including China, Russia, Brazil, Portugal, India and the United Arab Emirates, gathered to share their insights at the meeting.
Chen Keren, an expert of the research institute and the secretary of the working group, introduced the interim research achievements of the technical brochure at the meeting.
Chen said that the brochure has systematically reviewed the institutional frameworks of major EAC schemes worldwide; examined the coupling mechanism between EAC markets and electricity and carbon markets; explored the role of EACs in international trade and cross-border recognition; and forecast key trends shaping the future development of EACs.
During the discussion, the participating experts believed that due to the growing global demand for green electricity and enterprises' decarbonization needs, the application scenarios of EACs are becoming increasingly diverse. Greater coordination and alignment among EAC mechanisms across countries and regions is therefore becoming more important. Improving the compatibility and verifiability of these EAC systems will be a key priority for future development.
The CIGRE C5.38 working group was established in 2025 led by the State Grid Fujian Economic Research Institute with expert members from 11 countries including Russia and Brazil.
Since its establishment, the working group has conducted surveys on green electricity and EAC market mechanisms in more than 50 countries and regions, and has held six thematic discussions with international experts. These efforts have contributed to advancing international mutual recognition and coordinated development of green electricity and EAC application mechanisms.
