China to map out industry-specific policy packages to further bolster service consumption

Abstract : Chinese regulators are going to map out industry-specific preferential policy packages to foster service consumption in key fields and sectors with high growth potential, reported Economic Information Daily recently.

BEIJING, Feb. 14 (Xinhua Silk Road) -- Chinese regulators are going to map out industry-specific preferential policy packages to foster service consumption in key fields and sectors with high growth potential, reported Economic Information Daily recently.

The report cited officials attending a regular news briefing of the State Council as saying, stressing that a series of consumption-boosting policies are foreseeable for transport, housekeeping service, online audiovisual content, performance and sports events sectors.

Such moves came shortly after a work plan to expedite cultivation of new growth drivers in service consumption debuted recently.

-- Vibrant vitality in service consumption

Public data showed that per capita service consumption of Chinese residents grew at an average annual rate of 8.5 percent from 2020 to 2025, presenting enormous growth vitality.

By the end of 2025, per capita service consumption accounted for as high as 46.1 percent of China's per capita residential consumption, contributing nearly a half of the residential consumption.

Yan Dong, Vice Minister of Commerce mentioned the series of policies that the Ministry of Commerce (MOC) unveiled together with other Chinese authorities to promote service consumption in recent years.

As Yan noted, these policies helped bolster robust service consumption in China where retail service sales maintained steady and speedy increases and new business formats, modes and scenarios kept popping up.

When ice and snow tourism, Village Super League, and intangible cultural heritage-related experiencing activities are broadly welcomed, Chinese consumers are provided with more personalized and diversified service consumption options.

Under such circumstances, how to ride the wave of accelerating service consumption innovations, boost healthy and orderly development of related sectors and better satisfy people's need for high-quality services remains the core to unlock the potential of service consumption.

As the newspaper reported, the aforementioned work plan targets key sectors including transport, housekeeping, online audiovisual, sojourn travel, automotive aftermarket, and inbound consumption services and sectors with high growth potential such as performance, sports contests, and emotional and experience services.

Generally, it comes up with industry-specific supporting measures while widening related market access, removing restrictive measures, encouraging cultivation of quality brands and business entities, and optimizing consumption environment.

For instance, the plan proposes to explore tiered and classified management for automobile modification, develop characteristic tourism routes, and roll out a batch of thematic tourism trains such as those for silver hair travelers.

-- Concrete paths in sight

In the principle of different policies for different sectors, related supportive policies are set to be researched over and formulated by Chinese regulators to improve the quality of service consumption and bring tangible benefits for people.

According to Yan, preferential policies are scheduled to be formulated and unveiled for more than 10 fields such as housekeeping, automobile aftermarket, performance, railway transport service and tourism integration, and inbound consumption.

Meanwhile, formulation of an action plan that consists of 60-plus concrete measures dedicated to improving service consumption quality and better benefiting people was vowed to be accelerated.

To enhance platforms and carriers of service consumption, efforts will be made to advance new consumption formats, modes and scenarios, pilot automobile circulation consumption reforms, pilot internationalized consumption environment construction, and development of high-quality outdoor sports destinations.

For specific industries, related supportive measures are in sight at present. For instance, the Ministry of Transport will work to boost self-driving service, bolster high-quality development of small- and micro-sized passenger car renting, grow night cruise economy, develop yacht economy and expand cruise ship consumption.

The National Radio and Television Administration intended to strengthen policy guarantee, enhance creation guidance and deepen the implementation of the "micro and short plays+" action plan to further leverage the role of micro and short plays in spurring service consumption.
