BEIJING, Oct. 23 (Xinhua) -- Chinese Vice Premier He Lifeng held talks with Ricardo Cabrisas Ruiz, Deputy Prime Minister and Minister of Foreign Trade and Investment of Cuba, in Beijing on Monday.
