BEIJING, Oct. 21 (Xinhua) -- The Civil Aviation Administration of China (CAAC) recently issued a guideline on the construction and operation of overseas air cargo terminals, in a bid to build a safe and reliable international air logistics system, according to the CAAC on Thursday.
The guideline underlines the importance of promoting integrated cooperation among domestic and international enterprises through the construction and operation of overseas air cargo terminals amid the rapid development of China's air logistics industry in recent years.
Summarizing the experience of Henan Airport Group's overseas cargo terminal project and the international logistics hub project of Cainiao, the guideline is applicable to airports, carriers, integrated logistics service providers and other parties involved in related business.
The guideline clarifies the definition of overseas cargo terminals and the basic principles of their construction and operation, covering multiple aspects including investment operation mode, layout and location, enterprise cooperation, service system, product supply, risk prevention and control, among others. It emphasizes on cooperation through building of platforms, increasing efficiency through smart construction, as well as safe development.
To ensure its implementation, the guideline also put forward measures including strengthening organization and leadership through innovative management modes, ensuring resource input to forge coordinated development, and providing specific supports to promote the application of the guideline.
