BEIJING, Jan. 25 (Xinhua) -- Authorities in north China's Hebei Province recently issued detailed measures to promote the innovative development of the China (Hebei) Pilot Free Trade Zone (FTZ), aiming to further implement the Chinese central government's commitment to enhance the development of the Hebei FTZ, reported Hebei Daily Monday.
The measures outline the priorities for Hebei FTZ and promise to give the FTZ greater space for reform and opening-up to carry out higher level of innovative development.
The Hebei FTZ will focus on the reform and development of the investment and financing system. It will strive to implement the negative list management measures for foreign investment in the FTZ and the requirements of the catalogue of industries to encourage foreign investment.
Relying on the opportunities brought by the Regional Comprehensive Economic Partnership (RCEP) agreement, the scale of trade cooperation between Hebei FTZ and RCEP member countries will be expanded, and the customs clearance process will be optimized through technologies such as big data, Internet of Things (IoT), and artificial intelligent (AI), to provide more efficient customs clearance services for enterprises in the FTZ.
Priority will be given the FTZ to strengthen the development of the digital economy, and support the Xiongan New Area to build a national-level digital economy innovation and development pilot zone, digital trading center, and digital economy industrial park.
Detailed measures to enhance ecological protection and energy security in the FTZ are also issued. For example, enterprises in the free trade zone will be supported to use existing industrial investments to boost the development of carbon emission reduction projects.
Meanwhile, Hebei FTZ will strive to develop modern logistics and modern service industries, aiming to further promote the quality and efficiency of the logistics industry, and foster the vigorous development of high-quality service trade market players in the FTZ.
