InfoQuest (April 01, 2020) - The Ministry of Agriculture and Cooperatives (MOAC) is working together with the Asian Development Bank (ADB) on preparing the "Climate Change Adaptation in Agriculture for Enhanced Recovery and Sustainability of Highlands", said Mr. Raphiphat Chantarasrivong, secretary general of the Office of Agricultural Economics (OAE) of Thailand. To be effective for 3 years from mid 2020 to mid 2023, this project aims to reduce the vulnerability of agricultural regions to climate change risks such as droughts, floods or landslides and improve the adaptability of people living in highlands. For now, it is applying for funds from the Japan Fund for Poverty Reduction (JFPR). According to estimates, the application will be approved in July and by then the project will be officially launched. This project will focus on encouraging the participation of local government agencies and local people. It will hold various learning activities to impart knowledge and skills, improve tools, create economic value through innovating applied technologies, develop products, improve the living standards of people living in highlands and promote sustainable development.
In addition, OAE also mentioned another two key projects, namely the National Agricultural Big Data Center (NABC) and the Agri-technology and Innovation Center (AIC). As OAE introduced, the two projects dovetail with ADB's 2030 strategic work direction, and can provide reference information for ADB on future cooperation. For the two key projects launched by OAE, ADB gave opinions on how to use them. According to it, farmers can use the information provided to cut costs and increase income, predict output and use them as evidence for applying for agricultural production investment loans. OAE considered these opinions useful and an opportunity for future cooperation between OAE and ADB.
Moreover, OAE and ADB also discussed MOAC's sustainable and environmentally-friendly agricultural development strategy, and tried to seek out opportunities for future cooperation between MOAC and ADB based on ADB's Strategy 2030. This new long-term strategy focuses on seven areas: (1) Eradicate poverty and reduce inequality. (2) Accelerate gender equality. (3) Find solutions to climate change, establish disaster response mechanism and enhance environmental sustainability. (4) Make cities more livable. (5) Promote rural development and strengthen grain security. (6) Enhance governance and organization ability building. (7) Promote regional cooperation and integration. On OAE's part, expanding cooperation between the public and private sectors, improving the living standards of farmers, building a sustainable food security system, encouraging farmers to use modern technologies to increase added value and reducing the impact of agricultural activities on environment are the main objectives of its strategy.
