Abstract : Jing’an District has firmly boosted the work regarding scientific and technological innovation.

1  Education

At present, Jing’an District has 196 various educational units, including 169 state-run educational institutions. There are 52 middle schools, 45 primary schools, 86 nurseries and kindergartens, one full-time higher vocational school, one spare-time college and two secondary vocational schools. Currently, Jing’an District has 7 municipal experimental model schools, 9 municipal model kindergartens as well as one school district, 9 education groups and 8 schools with Shanghai’s new superior projects for the compulsory education. In Jing’an District, there are more than 10,000 faculties and 90,000 students. It enjoys high domestic popularity because of such educational brands as success education, teahouse teaching, happy education, creativity-oriented education, low-structure activity exploration, game education and community education. Jing’an District has been awarded with six “first prizes of the state-level teaching achievements in basic education”, and successively cultivated six senior primary and middle school teachers and 10 Shanghai’s teaching models (including nominees). In addition, it has won following honorary titles, such as “National Advanced Area for Preschool Education”, “National Advanced Area for Special Education”, “National Demonstration Area for Community Education”, “National Experimental Area for Activity Course Teaching” and “National Experimental Area for Information Technology Education”. During the period of the “13th Five-year Plan”, Jing’an District, aiming at realizing higher-quality education internationalization and higher-level educational modernization, will build clusters for high-quality education, high-end school brands and demonstration schools for future education.

2    Scientific and Technological Innovation

Jing’an District has firmly boosted the work regarding scientific and technological innovation, followed the development concepts of “innovation, coordination, green, opening up and sharing”, spared no efforts to implement the innovation-driven development strategy, continuously optimized the ecological environment of “popular entrepreneurship and innovation”, deeply linked to the construction of Shanghai science and technology innovation center, focused on building dynamic urban area for innovation and entrepreneurship and actively explored new paths for innovation development of central urban area. In Jing’an District, technology-based economy has seen good and fast development. Enterprise innovation ability has witnessed significant growth. The maker space construction has been forged ahead steadily. Transformation of scientific & technological parks has obtained remarkable results. Technology-based financial system has been improved constantly. A large number of innovation talents in science and technology area have gathered here. Obvious effects have been gained from regional scientific and technological innovation.

3    Cultural Service

Jing’an District has enhanced input and investment in cultural undertakings, fully implemented the strategic deployment of “deepening cultural construction and building a strong cultural district” as well as the spirit of district working meeting about culture, consolidated achievements regarding demonstration projects of the national public cultural service system and demonstration district of Shanghai’s public cultural service system, optimized the urban landscape of cultural facilities, innovated the public cultural service mechanism and deepened the construction of “ten-minute public cultural circle”. Jing’an District has also focused on improving the construction of the “three-tier public cultural service network” consisting of one district culture center, 14 sub-district (town) community culture centers and over 275 activity rooms of neighborhood committees and getting through the “last mile” of public cultural service. In 2016, Jing’an District newly built 10 grass-root cultural service sites and two 24-hour self-service libraries and input another mobile service car for readers. In addition, Jing’an District has constantly strengthened supply of public cultural service, perfected government purchasing service mechanism and public culture distribution mechanism, integrated professionals and cultural volunteers of municipal and district professional art groups and cultural organizations. In the form of government purchasing, Jing’an District, in 2016, provided 300 cultural instructors, 220 lectures, shows and exhibitions, 750 public films, 15,400 books and over 5,000-class-hour cultural training for communities and more high-quality public cultural services for residents within it.

Jing’an District won the titles of “National Advanced Area of Cultural Relics” in 2009 and “National Advanced Cultural Area” in 2001. In 2013, North Shaanxi Road in Jing’an District was awarded as “China’s Famous Historical and Cultural Street”. In 2015, Jing’an District Office Against Pornography and Illegal Publications was awarded as “National Advanced Group Against Pornography and Illegal Publications”. In 2016, Jing’an District was successfully listed into the second batch of demonstration districts of Shanghai’s public cultural service system. “Citizens’ Theater” and “Digital Distribution and Interaction Service System of Public Culture” (Intelligence Culture Service Platform) were included into the second batch of demonstration projects of Shanghai’s public cultural service system.

4    Sports

Jing’an District has adhered to the working concepts that “sports is people’s livelihood, culture, spirit and service”, boosted the construction of “15-minute sports circle” which is citizen-friendly, convenient and favorable for people and constantly improved software and hardware environment for sports and fitness of citizens. So far, Jing’an District has well-established public sports facilities, consisting of 639 community fitness sites, 43 fitness centers of neighboring committees, 9 sub-district fitness centers, 23 public playgrounds, 31 fitness trails, 11 fitness rooms in office buildings, Jing’an Sports & Fitness Center, Jing’an Gymnasium, Jing’an Nationwide Fitness Center, Jing’an Tennis Stadium and Jing’an Workers Stadium. The “intelligent sports” service platform, consisting of the mobile APP “sports Jing’an” and the delivery service of “you order, I deliver”, provides public sports service upon request of citizens, such as delivering information about sports ground, fitness guidance, sports equipment and sports events. Within the district, more than 2,700 sports instructors and over 1,500 fitness teams are active in sub-districts, communities and office buildings. Every year, Jing’an District organizes more than 400 various mass sports events, including “Square Sports Week Competition”, “Jing’an Competition” - Shanghai Fencing Challenge and Shanghai (Jing’an) Go Tournament. Jing’an District annually undertakes high-standard international and domestic sports events, including FIE Foil Grand Prix Shanghai, Shanghai International Marathon, Shanghai Jing’an Suzhou River International Canoe Marathon and national championships, facilitating Jing’an to expand its sports influence  increasingly. Jing’an District provides training about over 20 sports, like football, volleyball, swimming, shooting and table tennis. Now, there are 2,263 registered teenager athletes within the district.

5    Medical Service

As of the end of 2016, Jing’an District had 251 medical and health organizations, including 40 hospitals (9 Class III hospitals, 12 Class II hospitals and 19 other hospitals), 14 community health service centers and 64 community health service stations. By relying on famous Grade A Class III hospitals like Jing’an District Centre Hospital of Shanghai, Huadong Hospital, Children’s Hospital of Shanghai, Shanghai First Maternity and Infant Hospital within it, Shanghai Tenth People’s Hospital and Shanghai Municipal Hospital of Traditional Chinese Medicine, Jing’an District will keep improving the medical treatment partnership system to make residents enjoy faster and more convenient professional medical treatment service. Jing’an District will build Jing’an District Centre Hospital of Shanghai, Jing’an District Zhabei Centre Hospital and Shibei Hospital into regional medical treatment centers in southern, middle and northern parts of New Jing’an District, respectively, for providing residents with superior medical treatment about commonly-seen and frequently-occurring diseases. Furthermore, Jing’an District will continue to boost the comprehensive reform of community health care, promote family physician mode and provide health care management service for contracted residents. With respect to high degree of aging, Jing’an District will increase allocation of deficient medical resources such as recovery and nursing for the aged. Through Shanghai No.3 Rehabilitation Hospital, Shanghai No.4 Rehabilitation Hospital and community rehabilitation hospitals, Jing’an District will strengthen the service mode of combination of medical care and elderly care and enhance the service ability for elderly care.

6  Characteristic Tourism

As for tourism, Jing’an District will highlight integration of trade, culture, sports, travel, shopping, entertainment and focus on enhancing cultural soft power of the urban area so as to build Jing’an into a new benchmark of central urban area and new development highlight in Shanghai. Highlighting “water resources, culture, green development and talents”, Jing’an District will create an international Jing’an and a promised land, characterized by “more abundant cultural tourism resources, more superior hardware facilities, stronger business and consumption capabilities and higher-quality convenient service”, to attract tourists from all over the world. As of the end of 2016, Jing’an District had 23 star hotels, including 5 five-star hotels (including one platinum five-star hotel), 11 four-star hotels, 5 three-star hotels and 2 two-star hotels. It also had 262 travel agencies (including 30 agencies engaging in outbound travel) and 2 grade A scenic areas.

Jing’an Temple: Located at No. 1686, West Nanjing Road, it is a famous ancient temple. Since Yuan and Ming Dynasties, it has been a place of interest in Shanghai and formed the cultural status integrating Buddhism and folk customs. Jing’an Temple has three major buildings, namely Mahavira Hall, Hall of Heavenly Kings and Hall of the Three Saints. Built in the style before the Ming Dynasty, it is magnificent and grand. In the past, Jing’an Temple had “eight attractions”, i.e. the “Stone of the Three Kingdoms”, the “Junipers of the Chen Dynasty” planted during the Northern and Southern Dynasties, the “Shrimp Pond” originally built by the great monk Zhiyan Yixing, the “Discourse Stand” built by Zhong Yi during the Southern Song Dynasty, the “Bubbling Spring” in boiling well, the “Green Cloud Cave” - abbot's quarter built by Shou Ning, the “Reed Ferry - ancient ferry of Wusong River and “Wusong River Fortress” which was used for defensing pirates during the Eastern Jin Dynasty. In addition, famous pictures of Zhu Da, a famous painter of the Ming Dynasty as well as authentic cursive masterpiece “Song of the Lute Player” by Wen Zhengming, a famous painter and calligrapher of Ming Dynasty, are stored in Jing’an Temple.

Site Memorial of the Second National Congress of CPC: Located at No.30, Lane 7, Old North Chengdu Road, it covers a floor area of 2,282 m2, consisting of lobby, exhibition hall of the Second CPC National Congress, exhibition hall of course of party constitution, exhibition hall of the former site of Shanghai Civilian Girl’s School, temporary exhibition hall and the site of the Second CPC National Congress as well as former site of People’s Publishing House. More than 400 precious historical materials are exhibited, including literature, real objects and materials. Through modern multi-media tools like LED scroll film, wall-mounted sand table, hologram and AR interaction, extraordinary years of the Communist Party of China in early period after its founding have been really reappeared. After many years of operation, the memorial hall has gradually build characteristic brands, such as “Menu Service” (visiting a memorial hall of party history, attending a special party class, participating in an exchange meeting and watching a revolutionary film), “experience tour of Shanghai Citizen Female College” and “serial exhibition”.

Shanghai Sihang Warehouse Battle Memorial: Located at No.1, Guangfu Road, i.e. in the west of the former site of previous Sihang Warehouse, it covers a floor area of 3,800 m2, with the first and second floors being permanent exhibition halls and the third floor being a temporary exhibition hall. The memorial is characterized by the well-known “Sihang Warehouse Battle” and divided into four parts, “engaging in fierce battle in Shanghai”, “defending Sihang”, “fighting alone” and “immortal milestone”. In terms of display design, regular forms like layout and real objects and display methods like fight scenes, sand table models, miniature landscape boxes, paintings, sculptures, interactive games and films have brought visitors brand-new experience and feeling. The memorial highlights three features, “site, battle and commemoration”. As a professional venue integrating social education, display, publicity, academic research and collection & storage, the memorial reveals the overall positioning of “a new base for patriotism education, a new platform for cross-straits exchanges and new inheritance of Suhe River culture”.

Daning Lingshi Park: Located at No.288, West Guangzhong Road, it starts from Gonghexin Road in the east and stretches to Hutai Road in the west and to Daning Road in the south and near Lingshi Road and West Guangzhong Road in the north. With an area of 680,000 m2, it is the largest park in western Shanghai. Pengyuepu River, a tributary of Huangpu River, runs through the park and divides the park into three parts, namely east area, west area and central area. The three areas are of different natural landforms and landscapes. The east area, themed by water, features lake embankment, landscapes and aquatic-terrestrial wetland. Within the area, there is an artificial lake covering an area of 70,000 m2 and an artificial beach with an area of over 3,000 m2. In the central area, there is a unique landscape in Shanghai - bog garden. The west area is characterized by forest and European style attractions. The park has three entrances, i.e. East Entrance in the northeast, Mountain Entrance (also called West Entrance) in the northwest and Water Entrance in the south by west. At East Entrance and West Entrance, there are large open squares, good choices for citizens to have a rest and gather together.

Jing’an Sculpture Park: Located in the east of Jing’an District, Shanghai, the park stretches to North Chengdu Road in the east, West Beijing Road in the south, Shimen No.2 Road in the west and Shanhaiguan Road in the north. It covers an area of around 65,000 m2 and enjoys convenient transportation like metro line 2 and line 13. As an open city park, Jing’an Sculpture Park consists of six landscape areas: 1) Entrance square; 2) Mobile exhibition gallery; 3) Central square; 4) Michelia alba landscape area; 5) Plum Garden and 6) Small landscapes. As the main line of the park, the mobile exhibition gallery connects all theme landscape areas. Various creative sculptures are placed in relevant landscape areas in a relatively concentrated and organized way to form distinctive spaces for citizens’ leisure and recreation and art edification, becoming a model combining park and greenbelt and cultural facilities in central urban area of Shanghai.
