Economic stimulus measure package submitted to Thai cabinet

Abstract : The General Office of the Government House of Thailand revealed an important agenda at Thai Cabinet meeting on April 30.

InfoQuest, (May 6, 2019) -- The General Office of the Government House of Thailand revealed an important agenda at Thai Cabinet meeting on April 30. That is to deliberate the 13-billion-baht mid-year economic stimulus measure package proposed by the Ministry of Finance, which is expected to take effect on May 1.

They include tax relief measures and subsidies for four categories of citizens through the National Welfare Card. One of the subsides cover families with children attending school. With this measure, each child will receive a 500-baht subsidy for school uniform, school supplies, textbooks and sportswear. The taxes on the afore-mentioned expenses will also be deducted accordingly. It is estimated that approximately 6 million people will receive the above subsidies.

Farmers who have received a National Welfare Card and have registered in the Ministry of Agriculture and Cooperatives will each receive a subsidy of 1,000 baht for purchasing agricultural fertilizers. It will be a lump sum payment and approximately 4 million people will be subsidized.

The 100,000 disabled people who have received the National Welfare Card and have registered will additionally receive 200-300 baht per month from May to September 2019. The 5 million low-income population who have received the National Welfare Card and have registered will each receive a 500-baht subsidy for buying commodities at the Blue Flag Convenience Store from May to June 2019.

The package also includes housing stimulating measures. By the end of 2019, house buyers who buy their first house at a price from 3 to 5 million baht will be provided a tax relief of 100,000 baht. In addition, to encourage stores to invest in the installation of EDC, a cashless payment service, point-of-sale information system and electronic tax and invoice system, these investments will receive 1.5-2 times of tax credit.

The 2018-2037 Power Development Plan (PDP 2018-2037) proposed by the Ministry of Energy is another noticeable agenda in the meeting.

The Ministry of Transport reports on the relevant resolution of the State Railway of Thailand (SRT) meeting to formulate a plan based on the judgment of the Supreme Administrative Court. According to this plan, SRT will pay Hopewell a compensation of 11.88875 billion baht for its cancellation of the contract of railway and overpass building project, plus interest and other contingencies. SRT is preparing to set up a working group to enforce the court's order, and will be responsible for the detailed calculation of project value, interest, compensation details and payment method.

Further, after delaying the toll collection for 4 months, the Ministry of Transport submitted the toll rate (highway) standard for these sections: PhraPradaeng-Bang Khae section of Bangkok Motorway 9 Kanchanaphisek, PhraPradaeng (Bang Kru)-Bang KhunThian exchange section. These sections will charge 15 baht for 4-wheel vehicles, 25 baht for 6-wheel trucks and 35 baht for trucks with over 6 wheels.

The Council for National Security submitted 2018-2022 draft national security policy and plan.

Before the cabinet meeting today, General Prayut Chan-o-cha, prime minister and also head of the National Council for Peace and Order (NCPO), also presided over the NCPO meeting to discuss the issue of providing convenience to the public to travel during the coronation ceremony.
