BEIJING, April 18 (Xinhua) -- China's top economic planner National Development and Reform Commission (NDRC) is soliciting opinions on a plan to foster consumption upgrading of autos, home appliances and consumer electronics and boost the circular economy between 2019 and 2020, reported National Business Daily (NBD) Wednesday.
The Chinese finance newspaper quoted a source close to NDRC as saying that the draft plan did exist but at present, it is still being read by internal staff and may be adjusted in the final version.
As NBD reported, the plan provides hefty measures on stimulating consumption upgrading of autos, in particular new energy vehicles (NEVs).
For instance, it proposes to promote consumption upgrading of autos for energy saving and NEVs and break up obstacles blocking passenger vehicle consumption upgrading. In the meantime, the plan also includes efforts to crank up supports for old car and rural vehicle upgrading consumption policies, auto leasing market, and auto consumption finance.
In addition, a string of detailed measures for increasing consumption upgrading in green and intelligent home appliances are included in the draft plan, such as conducting the old-for-new activities, and encouraging pilot cross-industry application of smart living.
In fueling consumption upgrading of information appliances such as smart cell phones, the plan proposes speeding information infrastructure construction and commercial application of 5G cell phones. (Edited by Duan Jing, duanjing@xinhua.org)
