BEIJING, Feb. 20 (Xinhua) -- China's southmost island province Hainan recently issued a document on ecological environment damage compensation in the province, appointing governments at provincial, city and county levels as the obligee of the compensation for the damage in corresponding administrative area.
The document, as an implementation plan concerning the province's eco-environmental damage compensation system reform, specifies the scope of eco-environmental damage compensation, the subject of liability, the subject of claim and the way to solve the damage compensation.
It outlines six situations applicable to the liability for compensation for eco-environmental damage. They are large environmental emergencies incidents; enviromental pollution and ecological damage incidents in key ecological function areas and development forbidden area designated by the state main function area plan, in first-grade ecological function areas designated by the Hainan Province overall plan, or in industrial parks with dense production and living population and industrial clustering area; serious consequences such as the decrease of environmental quality or biodiversity in other areas; and criminal offence concerning environmental pollution or ecological destruction caused by violation of laws and regulations.
According to the document, compensation for ecological environment damage covers pollution removal cost, ecological environment restoration cost, loss of service function during ecological environment restoration, loss caused by permanent damage of ecological environment function, reasonable cost of investigation and appraisal of compensation for ecological environment damage.
