S China's Dongguan City unveils policies to support private economy -- The Dongguan authority of south China's Guangdong Province released a total of 50 policies to promote high-quality development of its private economy on November 14. These policies focus on strengthening such fields as domestic and overseas market expansion, overall cost reduction, financial service security and the opening-up of investment areas. According to preliminary calculation, the city, a well-known manufacturing base in China, is likely to reduce the burden of private enterprises by nearly 30 billion yuan and provide about 50 billion yuan worth of value-added services for these businesses from 2018 to 2020.
NW China's Gansu to cut business registration approval time for better dev. -- Northwest China's Gansu Province will reduce the time for business registration approval to five working days in a bid to further ease market access, according to the Province's market regulator. At present, Gansu's business registration approval time has been cut to 8.5 working days from the previous 22 working days. Its implementation of such favorable policy for enterprise registration has been already 8 months ahead of the time specified by the central authorities, said Wang zhongxi, head of the Province's market regulator. This regulation will apply to all types of enterprises, with private businesses as the majority. The number of Gansu's non-public market entities has reached 1.53 million since the beginning of 2018. These entities have contributed 47.569 billion yuan of tax revenue this year, accounting for 44.45 percent of its total tax revenue.
Beijing issues action plan to promote AI industry -- Beijing issued an action plan on developing artificial intelligence (AI) and established an AI research institute Wednesday to promote the AI industry. The action plan, under the guidance of the Ministry of Science and Technology and Beijing municipal government, aims to encourage scientists in frontier research, push forward breakthroughs in AI theories, methods, tools and systems and create a deeper application of AI technologies. The action plan is an open and inclusive system that will be used to build an open AI service platform and joint labs, train talents, promote research-university-research cooperation and academic communication, said Xu Qiang, director of Beijing Municipal Science and Technology Commission.
Hebei to promote traditional Chinese medicine cooperation along B&R -- China's Hebei Province recently issued the implementation opinion on promoting traditional Chinese medicine (TCM) on the Belt and Road, proposing to establish one or two TCM international cooperation platforms, one or two overseas health care centers and two to four international cooperation bases by 2022. The province will register a batch of Chinese medicine products and health care products overseas, and built one or two regional Chinese medicine medical centers with international standards, two or three national-level TCM health tourism demonstration zones and a number of national demonstration bases and demonstration projects. According to the implementation opinion, Hebei Province will expand the scope of TCM international cooperation, actively explore overseas TCM service model, and promote exchanges of TCM scientific research, education, trade, service and culture in the countries and regions along the Belt and Road.
China's Chongqing issues policies to reduce cost of manufacturing enterprises -- Southwest China's Chongqing has recently introduced 36 measures to reduce the cost of manufacturing enterprises, according to the local government. It will improve the land supplies, lower transportation costs and implement tax incentives to help promote development of the manufacturing enterprises. SW China's Chongqing unveils measures to facilitate cross-border trade -- Southwest China's Chongqing released 16 measures to improve the business environment of the ports and facilitate cross-border trade, according to the local customs on November 7. Chongqing Customs will shorten the customs clearance time, improve the customs clearance process, promote the reform of tax collection and certificates, enhance operation efficiency of the ports, and improve supporting facilities for the ports. It will achieve normalization of round-the-clock customs clearance and promote the "advance declaration" of imported and exported goods.
China solicits public opinions on draft vaccine management law -- China's State Administration for Market Regulation on Sunday published a draft law on vaccine management at its website to solicit public opinions for half a month. The 11-chapter draft law stipulates that supervision and management of vaccines' market access should be tightened. The draft law requires stricter management on vaccine production, research after sales, distribution and vaccination. China to promote reform of construction project approval -- China will advance the wide-ranging reform of the construction project approval system, Chinese Vice Premier Han Zheng said. Han, a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, made the remarks at a meeting on pilot reform for construction project approval held in Beijing. The reform of the construction project approval system is a significant step in improving the business environment, Han said. China has made positive progress in pushing forward the pilot reform, and will focus on key links and outstanding problems to implement reform measures thoroughly, he said.
China's Guizhou unveils plan to promote dev. of service industry -- Southwest China's Guizhou Province has recently unveiled a plan to support high-quality development of the service industry. According to the plan, efforts will be made to promote development of the big data, tourism and health industries and achieve their sustainable development. Guizhou aims to see the added value of the service industry reach 870 billion yuan by 2020, accounting for more than 46 percent of the province's gross domestic product (GDP). By 2025, a modern service economic system will initially taken shape in the province and the proportion of the added value of the service industry to its GDP will exceed 50 percent, said the plan.
NDRC releases plans to accelerate regional economy development -- The National Development and Reform Commission (NDRC) has released development plan for Han River Ecological Economic Belt to further speed up regional economic development. As a second regional development plan right after previous one on Huai River Ecological Economic Belt, the development plan has laid out a three-step strategy for the Han River Ecological Economic Belt, reported by the Economic Information Daily. The institutional mechanism and policy system for the integrated development of urban and rural areas would be established by 2020 along with poverty alleviation and a significant drop in main pollutants for the economic belt, according to the plan. The economic belt is planned to enjoy improved modernization in agriculture by 2025, with tertiary industry accounting for some 50 percent of the regional GDP.
