Changchun Municipal People's Government has issued the Work Programme on Incubation of Major Projects in Changchun City.
According to the programme, Changchun will, based on the status quo of industrial restructuring and its demand for investment, incorporate into its annual plan the planning and incubation of 100 projects, each worth 100 million yuan or more.
The programme is designed to shape a development pattern in which rolling groups of major projects can be incubated, reserved, promoted, completed and transformed one after another while reaching target output and standard.
This move is also expected to upgrade the city in economic volume, urban dynamics, livelihood, social governance and ecological progress ("five upgrades") so that it can achieve the "six objectives" (developed economy, cultural prosperity, sound governance by law, perfect utilities, first-class ecology and people's happiness). These efforts will gain momentum for the city's plan to develop into a regional hub in Northeast Asia.
Specifically, Changchun will further emancipate the mind in investment attraction. It will respect the dominant role of investors while continuously refreshing the investment attraction methods with broadened channels. By doing this, this city looks forward to an increasing number of projects incubated under the guidance of the government and the support of major enterprises, universities, research institutions and incubators.
What's more, the municipal government has assigned tasks on the incubation of projects worth 100 million yuan or above to counties/cities, districts and development zones, and drawn up a series of measures concerning the improvement of organizational leadership, policy support, process reengineering and supervision and evaluation. These efforts are aimed to lay a solid foundation and create an enabling environment for project promotion.
