China to widen use of Beidou navigation system in transportation, ministry -- China will thoroughly promote the wide application of the Beidou navigation system in various fields of transportation, according to the Ministry of Transport. The transportation industry is one of the largest users of Beidou for civil use. The ministry will improve infrastructure, expand application fields of Beidou, and promote the use of Beidou to help accelerate the construction of a modern integrated transportation system, said Li Xiaopeng, Minister of Transport.

China promises new measures to boost private investment for steady growth -- The Chinese government will step up reform and roll out a series of new incentives to better remove hurdles hampering private investment and businesses and boost economic vitality, the State Council's executive meeting decided on August 16. The meeting decided on a host of measures to further facilitate private investment and boost the sound development of the private sector. Further measures should be taken to unleash market vitality and boost private investment. A number of favorable projects should be identified as potential targets for attracting private investment.

China allows foreigners to trade A-shares next month -- China has approved regulation amendments, allowing qualified individual foreign investors to open securities accounts to trade A-shares next month. The updated regulation, which will take effect on Sept. 15, will allow foreign individuals working in the Chinese mainland to open A-share trading accounts, a move to further open up the securities market, according to the China Securities Regulatory Commission (CSRC). The move will expand the investor base, introduce more liquidity and improve the structure of the securities market, the CSRC said on its website.

China begins 3-year action plan to improve environmental monitoring -- China's top environmental watchdog will implement a three-year action plan from this year to clamp down on environmental offenses including fabrication and interference of monitoring data. China's Ministry of Ecology and Environment will step up supervision and checks on the data gathered by monitoring agencies at provincial, municipal and county levels, an official with the ministry said on August 16. Polluters in key regions such as the Beijing-Tianjin-Hebei area and Yangtze River Delta as well as sectors including papermaking will be scrutinized, according to the official.

China issues guidelines to categorize general aviation operations -- China will categorize general aviation flights, aiming to facilitate the development of the industry, according to the civil aviation authorities. The guidelines will be implemented based on the public benefit and operation risks control, said the Civil Aviation Administration of China (CAAC). The new categories for China's general aviation will introduce a new management system that will classify each flight into a specific categorized sector, according to the CAAC. The focus of the new management model will be on flights with passengers using general aviation aircraft. The current model commonly requires a pre-flight application before takeoff. The new model aims to streamline the application process, gradually transitioning to using an after-flight report, said the guidelines.

N. China's Tianjin to add 60,000 new energy vehicles in 2018-2020 -- North China's Tianjin will add 60,000 new energy vehicles (NEVs) in 2018-2020 to strengthen environment protection, according to a pollution control plan released by the local government. The number of the NEVs in Tianjin will increase and account for 4.5 percent of that of the total vehicles in 2020, said the plan. Tianjin will speed up the promotion and application of the NEVs. It will make efforts to promote the use of the NEVs in fields including buses, logistics vehicles, taxis (ride-hailing vehicles), official cars for general use and rental vehicles. Meanwhile, Tianjin will vigorously promote the construction of charging infrastructure. In the logistics parks, industrial parks, large-scale commercial shopping centers and other logistics distribution centers, it will build centralized charging piles and fast charging piles.

N. China's Hebei to further improve business environment -- North China's Hebei Province will make efforts to further improve business environment in terms of enterprise establishment, project approval, service for the general public, supervision, and online services, according to a five-year action plan recently released by the local authority. According to the plan, Hebei will solidly promote investment approval reform. For the enterprise's investment project from the project establishment to completion and acceptance, it will strive to reduce the time for government approval to less than 80 working days in 2022. It will reduce the cost of real economy enterprises by 30 billion yuan every year from 2018 to 2022, and cut the cost of about 150 billion yuan in total in the five years, said the action plan.

E. China's Jiangxi to further promote mixed ownership reform for state-owned firms -- East China's Jiangxi Province will promote the reform of mixed ownership for its state-owned enterprises at the provincial level and actively introduce strategic investors, according to an action plan recently released by the local authority. According to the plan, by the end of 2020, about 80 percent of the state-owned enterprises at the provincial level in Jiangxi will implement the mixed ownership reform to further strengthen their vitality, influence and global competitiveness.

China's ministry to formulate measures for high-quality dev. of software industry -- China's Ministry of Industry and Information Technology (MIIT) will study and formulate policies and measures to promote the high-quality development of the software industry, according to Wang Xinzhe, chief economist of the MIIT at the recent “Trusted Cloud Summit” held in Beijing. Wang said that the MIIT will accelerate the development of new-generation information technologies such as cloud computing and comprehensively promote their deep integration with the real economy. The ministry will promote application of the cloud computing in fields such as industrial internet, e-government, bank insurance and rail transit, accelerate the use of 5G technology for commercial purpose, and facilitate innovative development of the cloud computing and big data, Wang added.

China's Ningxia accelerates "Internet + advanced manufacturing" -- Northwest China's Ningxia Hui Autonomous Region will accelerate the program of the "Internet + advanced manufacturing" and promote development of the industrial Internet, according to a guideline recently released by the local authority. According to the guideline, by 2020, Ningxia will basically build an industrial Internet network, and introduce the cloud computing services to more enterprises in the Region. The region aims to build 20 smart factories and 30 digital workshops, and set up 100 industrial Internet application pilot demonstration projects and five industrial Internet demonstration bases by then.
