MOC holds seminar for self-certification of origin of goods to help exporters cut costs and enhance convenience

Abstract : DFT recently revealed that the DFT held a seminar themed "Enhancing the self-certification capacity of origin of goods", aiming to explain to exporters how to use the preferential rights of the self-certification of origin of goods.

InfoQuest, (Sept. 03, 2019) -- Mr. Adul Chotinisakon, director general of the Department of Foreign Trade (DFT), revealed that the DFT held a seminar themed "Enhancing the self-certification capacity of origin of goods", aiming to explain to exporters how to use the preferential rights of the self-certification of origin of goods. The seminar drew many participants, such as relevant manufacturers, exporters, import and export agents, government and private agencies.

The seminar will enable exporters to understand production standards if they are to get the certification of origin of goods under ATIGA framework, help them to calculate out the production costs of export products meeting Thailand's origin criterion, and learn the preparations for the application of the certificate of origin, and know the time limit for exporters and documents which should be showed to import countries when the customs of import countries asks to verify the origin of export goods. Besides, the seminar will explain the application of the certificate of origin under other FTA frameworks, such as ASEAN FTA, ASEAN-China FTA, and ASEAN-Japan FTA.

"The self-certification of origin of goods will help exporters in cutting costs and enhance convenience. For instance, when exporters export products to Malaysia and Singapore, a better understanding of the rules of origin of goods will help them in producing products meeting stipulated standards, which will boost the confidence of exporters in making full use of tax preference," noted the director general of DFT.

What's more, in April 2020, Thailand will integrate certification pilot project 1 and 2, and fully embrace ASEAN Wide Self-Certification. Such a practice will help increase the value obtained by Thailand in using preferential rights under the framework of ATIGA.

At this point, 211 Thai exporters have registered pilot project 1 and 124 Thai exporters have registered project 2, totaling 335 exporters. In 2016-2019 (January-June), Thailand gained value 963 million U.S. dollars, 1.55 billion U.S. dollars, 2.615 billion U.S. dollars, and 1.056 billion U.S. dollars respectively each year by using the preferential rights of the self-certification of origin.
