I. Summary of Policies of Guilin City for Developing Industrial Supporting Policies
(I) Notice of Guilin Municipal People's Government on Printing and Distributing Several Guidelines on Accelerating the Development of New Industries in Guilin (SZ [2017] No. 13)
1. A fund of 200 million yuan shall be set up to guide the industrial development in Guilin.
2. A subsidy of 50 yuan/square meter shall be granted to the new standard factories in industrial parks not more than two floors, and 60 yuan/square meter for those not less than three floors.
3. The proportion of industrial development land shall not be less than 30 percent of the newly-added construction land of the year.
(II) Several Guidelines of CPC Guilin Municipal Committee and Guilin Municipal People's Government on Accelerating the Development of New Industries in Guilin (SF [2017] No. 16)
1. By 2020, the building area of the new standard factories shall exceed 1 million square meters, and that of the new incubators and talent apartments shall also exceed 1 million square meters.
2. From 2017 to 2020, the financial fund allocated by the city for industrial development shall be not less than 1.1 billion yuan.
II. Summary of Industrial Supporting Policies and Investment Preferential Policies of Qixing District, Guilin
(I) Accelerating Industrial Development — Implementation Methods for Accelerating the Development of New Industries in Guilin National High-tech Zone (Trial)
1. Enterprises shall be encouraged to carry out technological upgrading, with a subsidy of up to 2 million yuan for a single project.
2. Industrial enterprises shall be encouraged to scale up, with a reward of 200,000 yuan granted in one time.
3. Enterprises shall be encouraged to increase the tax revenue or compete for quality brand awards, with an award of up to 500,000 for the management teams.
4. Enterprises above designated size shall be encouraged to rent standard factories, with a subsidy of up to 1 million yuan for a single enterprise.
(II) Promoting science and technology innovation — Policy Measures on Promoting Science and Technology Innovation in Guilin National High-tech Zone (Trial)
1. Priority shall be given to supporting high-growth technological enterprises. Special Gazelle projects and Little Giant projects shall be established, with a financial support of 300,000 yuan to 500,000 yuan for a single project.
2. Efforts shall be strengthened to attract more investment in science and technology. For technological enterprises from development areas whose whole or core business is located in the High-tech Zone, in addition to a start-up capital of up to 1 million yuan, they will be provided with office rent reduction and exemption, individual income tax incentives and house rent subsidies.
3. The level of science and technology incubation shall be constantly improved, with a reward of 500,000 yuan or 200,000 yuan for newly accredited science and technology incubators or leading enterprise maker spaces.
4. In order to speed up the fostering of high-tech enterprises, a financial subsidy of 50,000 yuan shall be granted to the enterprises that have passed the accreditation for the first time, and 30,000 yuan to the former accredited enterprises that have passed the accreditation again.
(III) Promoting Industrial Development by Strengthening Investment Attraction — Implementation Plans for Promoting Industrial Development by Strengthening Investment Attraction in Guilin National High-tech Zone (Trial)
1. Enterprises shall be encouraged to increase investments. For foreign projects settled in the Hi-tech Zone, a reward of 10,000 yuan/mu shall be granted to the projects with an investment intensity of not less than 3.5 million yuan/mu, with a maximum reward of 5 million yuan for a single project.
2. The existing enterprises shall be encouraged to improve themselves. A one-time reward of 500,000 yuan shall be granted to the enterprises assessed as the top 500 service enterprises in China for the first time, 1 million yuan for those assessed as the top 500 enterprises in China for the first time, and 2 million yuan for those assessed as the world's 500 enterprises for the first time.
3. The existing enterprises shall be encouraged to conduct business-oriented investment promotion. Investment shall be expanded through cooperation and financing to make the existing enterprises stronger, larger and better. A reward of up to 1 million yuan shall be granted to the enterprises whose increased fixed investments (excluding land-transferring fees) exceeded 100 million yuan in that year.
(IV) Supporting and Rewarding Listed Enterprises — Provisional Methods for Supporting and Rewarding Listed Enterprises in Guilin National High-tech Zone (Trial)
1. A reward of 3 million yuan shall be granted to the enterprises listed on the main boards, SME boards and growth enterprise boards in China through initial public offering or listed overseas.
2. A one-time reward of 3 million yuan shall be granted to the enterprises going public through reverse takeover in Chinese and foreign securities markets and moving the registered domicile to the High-tech Zone with a financing amount exceeding 100 million yuan.
3. A one-time reward of 500,000 yuan shall be granted to the enterprises listed in the National Equities Exchange And Quotations (NEEQ).
(V) Introducing and Cultivating High-level Talent — Implementation Methods for Introducing and Cultivating High-level Talent in Guilin National High-tech Zone (Trial)
1. Introduced high-level talent may enjoy personal income tax incentives, talent allowances, house purchase and rental subsidies, and preferential services in medical treatment, family employment and schooling of children.
2. The talent scouts may enjoy a "Talent Scout Reward" up to 200,000 yuan/person.
(VI) Supporting Talent Introduction of Private Enterprises — Several Measures on Supporting Talent Introduction of Private Enterprises in Guilin National High-tech Zone (Trial)
The eligible innovative and entrepreneurial talents introduced for full-time employment may enjoy a talent allowance of up to 30,000 yuan, a first house purchase subsidy of up to 100,000 yuan, a first house rental subsidy of up to 1,000 yuan/month, and a project start-up fund of 500,000 yuan.
